중국경제의 개혁개방 정책은 저임금이지만 퇴직 이후의 경제적, 사회적 및 문화적 욕구를 안정적으로 제공하던 생산단위인 공영기업의 복지기능을 국가와 사회의 책임으로 이관하지 않을 수 없는 상황을 만들었다. 개혁개방 이전부터 지속된 도시와 농촌의 복지정책의 이원적 구조를 벗어나지 못한 채 도시지역의 생산단위 중심의 노인복지가 국가의 제도적 틀 아래 생산단위, 시장, 지역사회 및 가족으로 다원화되어 가는 가운데 고령화가 급격히 진행되면서 도시지역 노인복지에 어려움을 주고 있다. 양로보험으로 대변되는 도시지역 노인복지는 도시지역 마다 상이한 운영체제를 갖고 있으며 당해 도시출신과 타 도시에서 전입한 노인 간에 차이를 두는 등 지역주의에서 벗어나지 못하고 있으며, 다양성을 표방하지만 기업에 퇴직금을 부담시키는 등 복지국가 체제의 확립이 미완성의 단계에 있다. 급격한 변화를 감안해도 집단 간 차이가 지나치게 나타나 노인복지제도의 보편화에 장애요인이 되고 있다. 특히 고령화의 진전으로 급격한 비용상승으로 재정의 위기가 우려되고 있으며, 서비스 분야에서도 노인의 서비스 수요와 이용하려는 서비스 간에 큰 차이가 존재하고 있다. 특히 노인복지 시설의 민간화를 적절히 관리하지 못함으로 인해 서비스의 질 문제와 변화하는 사회적 환경에 따른 서비스 제공이 취약한 상황이다. 이러한 상황에서 중국의 도시지역 노인복지는 통일된 규준의 마련이 필요하며 보편적이고 체계적인 제도화의 과제를 지니고 있다.
Abstract
This article focuses on the changes of the pension systems and social services for the aged people living in urban areas in China, especially in such large cities as Beijing from the period of economic reform in China. Traditionally welfare systems for the elderly in socialist societies depended on production units such as national corporations. But open-economy policies in China made it urgent to reduce the burdens of corporations in order to enhance the corporate competitive power. So national welfare system should take charge of the burdens, and now nation-wide welfare system is under construction. But pension systems differ from each other according to regions and status of the clients, and insurance coverage and payment system of one region cannot be applied to other regions. Furthermore, those who came to the urban area from other regions have been unfairly treated comparing to the people who have continuously lived in the same urban area. And with growing population of the aged, financial deficit is predicted to occur in the near future. In short, the welfare system for the elderly in Chinese urban area faces difficulties in the generalization process. And in spite of endeavors for privatization, welfare services are insufficient and there comes out discrepancy between demand and supply. For that reason, Chinese government should pour all the energies to construct nation-wide general welfare system for the elderly with partial privatization.
