중국 고령농민공의 도시 생활 상태와 문제점 연구

당초 중국 정부는 농민공이 나이가 들면 농촌으로 돌아가 농사를 짓는 것으로 예상했다. 그러나 시간이 지나도 농민공은 농촌으로 돌아가지 않고 도시에 거주하고 있다, 그 결과, 농민공의 고령화가 빠르게 진행되고 있다. 2024년 기준 50세가 넘은 고령 농미공 수가 1억 명에 육박한다. 본 연구는 여전히 이중적 호구제도가 존재하는 상황에, 고령농민공의 도시 생활을 확인하고 문제점을 파악하는데 목적이 있다. 연구 결과, 고령농민공은 도시주민에 비해 소득은 낮고 취업은 비정규직에 주로 이루어지고 있다. 그럼에도 도시에 노동시장에 존재하는이유는 농촌보다 소득이 높기 때문이다. 사회적으로는 연금보험과 의료보험의 사각지대에 놓여 있으며 노후생활에 대한ㅇ 준비가 미흡하다. 게다가 도시의 사회적 지원도 낮은 수준이라 도사의 주변인에 머물러 있다. 중국 정부는 고령농민공의 어려움을 타개하기 위해 창업을 지원하고 고향에 정착할 수 있게 지원하고 있다. 그러나 지원의 정도가 저조하여 효과는 미미하다. 고령농민공은 여전히 도시 노시장의 핵심적인 주체 가운데 하나이다. 이 집단이 도시에서 정착하고 소딜을 발휘하도록 구체적이고 실질적인 지원이 필요한 때이다.
Abstract
Initially, the Chinese government expected Nongmingong to return to rural areas and farm when they get older. However, even over time, Nongmingong do not return to rural areas and live in cities, and as a result, the aged Nongmingong rapidly progressing. As of 2024, the number of aged Nongmingong and rice workers over the age of 50 approaches 100 million. This study aims to identify urban life of aged Nongmingong and identify problems in a situation where there is still a dual protection system. As a result of the study, aged Nongmingong have lower income than urban residents, and employment is mainly made to non-regular workers. Nevertheless, the reason why it exists in the labor market in cities is that it has higher income than in rural areas. Socially, it is in the blind spot of pension insurance and medical insurance, and the preparation for retirement life is insufficient. In addition, the social support of the city is low, so it remains in the vicinity of the Taoist hermitage. In order to overcome the difficulties of aged Nongmingong, the Chinese government is supporting start-ups and helping them settle in their hometowns. However, the effect is insignificant due to the low level of support. aged Nongmingong are still one of the key players in the urban labor market. It is time for concrete and practical support for this group to settle in the city and exercise a small deal.
