논문의 목적은 우리나라 노인 복지정책의 시대적 변화와 문제점을 살펴보고, 발전 방안을 제시하는데 있다. 특히 소득보장정책과 노인복지서비스를 중심으로 이 논문을 전개하고자 한다. 노년기의 삶을 성공적으로 이끌어가기 위해서는 무엇보다도 의식주의 해결과 경제적 안정이 선결되어야 한다. 그러나 노후에 노인들은 대부분 경제적으로 안정되어 있지 않다. 이에 국가는 노인의 노후를 제도적으로 보장하는 연금과 공적 부조 등의 정책을 마련해야 한다. 가족제도의 변화와 노인 인구의 증가는 노인의 문제가 더 이상 개인과 가족의 책임이 아닌 사회와 국가의 책임을 강조하는 추세이다. 노인이 되면 익숙한 장소에서 살고 싶어 한다. 자신이 평생 살아왔던 환경, 익숙한 사람들과 함께하고 싶어 한다. 노인들의 이러한 소망을 실현하기 위해서는 재가보호서비스가 충분히 제공되도록 해야 한다. 특히 장기요양수급자가 집에서 방문요양, 방문간호, 방문목욕 서비스를 한 번에 받을 수 있는 통합재가서비스의 시행이 되어야 한다. 노인복지 정책도 공급자 중심에서 수요자 중심의 정책으로 전환 되어야 한다. 따라서 본 논문은 노인복지 정책의 문제점을 살펴보고 바람직한 방안을 찾고자 한다.
Abstract
The purpose of this thesis is to examine the changes and problems of the aged welfare policy in Korea, and to suggest a development plan. In particular, I intend to develop this thesis focusing on income security policies and welfare services for the elderly. In order to lead a successful life in old age, food, clothing and shelter solutions and economic stability must be prioritized above all else. However, most of the elderly in old age are not economically stable. Accordingly, the government should prepare policies such as pensions and public assistance to systematically guarantee the old age of the elderly. The change in the family system and the increase in the elderly population is a trend that emphasizes the responsibility of society and the state, rather than the responsibility of individuals and families. When you get older, you want to live in a familiar place. He wants to be with the environment he has lived in his entire life and with people he is familiar with. In order to realize these wishes of the elderly, it is necessary to provide sufficient home care services. In particular, an integrated home service that allows long-term care recipients to receive visiting care, visiting nursing, and visiting bath services at home should be implemented. Welfare policies for the elderly should also be shifted from a provider- centered policy to a consumer-centered policy. Therefore, this thesis examines the problems of welfare policy for the elderly and tries to find a desirable way.
