70년대 농촌지역의 계층별 생활수준 변화: 새마을운동과 소득증가 관계를 중심으로

본 연구는 1970년대에 농촌경제에 어떠한 변화가 있었으며, 그러한 변화가 새마을운동에 의한 것인지 아니면 이전시대부터 시작된 추세적 구조변화였는지를 소득수준 변화 등을 중심으로 살펴보았다. 특히 기존 연구에서 많이 관심을 가지지 않았던 농촌의 계층별구조 변화 분석에 집중하였다. 본 연구의 실증분석 결과에 따르면 1962-2018년 기간 농가소득 증가율, 특히 새마을운동과 무관한 주요 변수를 통제한 상태에서 농가소득 증가율의조건부 평균에는 구조적 변화가 없는 것으로 나타났다. 그리고 그러한 결과는 모든 소득유형과 모든 계층에 있어서 마찬가지였다. 한편 농가소득과 관련 변수들 간에는 장기적 균형관계가 있는 것으로 나타났으나, 장기균형관계 분석에 따르면 새마을운동 기간 농가소득 수준의 조건부 평균은 여타 기간의 조건부 평균보다 오히려 더 낮은 것으로 분석되었다. 그리고 그러한 분석 결과 역시 대부분의 소득유형과 계층에 있어 동일하였다. 이러한분석결과들은 1970년대 새마을운동을 통해 농가소득 증가가 가속화되었을 것이라는 일반인들의 인식이 실제 자료와 부합되지 않을 수 있음을 보여준다. 또한 패널자료를 이용한기간별 분석에 따르면 조건부 평균 농가소득의 계층별 격차는 장기적으로 축소되었으나, 그러한 격차 축소는 1970년대 새마을운동 기간이 아닌 그 이후에 발생했던 것으로 나타났다. 새마을운동이 가장 활발했던 1970년대에 그러한 계층간 격차는 새마을운동 이전 기간인 1960년대에 있어서 보다 오히려 더 확대된 것으로 분석되었다. 이는 새마을운동을 통해 다 같이 잘 살수 있다는 당시 통치권자의 주장과 달리, 1970년대 새마을운동이 당시계층간 격차 완화에 크게 도움이 되지 않았음을 보여준다. 뿐만 아니라 1970년대 새마을운동의 내용 및 운영 원칙을 볼 때 새마을운동이 당시 계층간 격차를 오히려 더 확대시키는역할을 했을 가능성도 있다.
Abstract
This study tries to verify the relationship between changes in Korean rural economy and Saemaul Undong, a representative Korean rural development program in 1970s. The study focuses on changes in rural households’ income growth rate and income level, especially changes among household classes defined by farming land size. The empirical regression results could not support the null hypothesis that the program would increase their income growth rate. Those results are same for all classes and all types of income. It is found that the income have long run equilibrium relationship with major income determinants such as national income per capita and rural household’s terms of trade. It is also found that under controlling the determinants, the conditional mean income in 1970s was lower than in other periods. This means that the program could not make significant contribution in income improvement of rural households in 1970s. Those results are not different by the class and the type of income. This means that different from general Korean people’s thought, the program could not make meaningful contribution in increasing rural households’ income in 1970s. Based on panel data analysis of 1962-2018, conditional mean income gap among classes got narrower gradually over time. However the gap between the rich and the poor in 1970s was wider than in 1960s, period before the program. Also the gap deeping was originated in farming income which the program had focused on in 1970s. This means that different from the slogan of the government, the program could not play a substantial role in decreasing the income gap. In some aspect, considering the program contents and its operating principle, it is also not ruled out that the program could widen the income gap among classes.
