Abstract

After President Mirziyoyev's inauguration, what are the characteristics of the members of Uzbekistan's fourth legislative chamber? While previous studies have examined the cooperative and competitive relationships between clans within the administrative elite, little attention has been given to the distribution of clans within Uzbekistan's parliament. The fourth legislative chamber was established under President Mirziyoyev's strategy of parliamentary dominance after the sudden death of President Karimov. This study provides empirical evidence on how clans are organized within the chamber based on their regional origins and explores their distribution in terms of tenure, party affiliation, elite type, committee assignments, and leadership positions. The study reveals that the Tashkent clan has more senior members compared to other clans regarding tenure. The main members of political parties belong to the Samarkand-Jizzakh, Andijan, and Tashkent clans, with no single clan having a majority. In terms of the elite type, parliamentary/party cadres, professional bureaucrats, and others are mainly from the Samarkand-Jizzakh, Andijan, and Tashkent clans. Technocrats mostly come from the Khorezm, Andijan, and Tashkent clans, while business and banking executives are mainly from the Andijan and Surkhandarya clans. The Samarkand-Jizzakh, Andijan, and Tashkent clans have the most members on committee assignments. Additionally, four members of the chamber leadership are from the Tashkent clan, while the other four represent various clans, except for the Samarkand-Jizzakh. Furthermore, out of the 10 committee chairs, four belong to the Tashkent clan, while at least one member from each of the other clans is represented. Therefore, the composition of Uzbekistan’s fourth legislative chamber indicates that the five clans maintain their representation through mutual checks and balances.
