Abstract
Since independence Uzbekistan claims to advocate democracy and modernity. 20 years have passed, Uzbekistan remains under the control of authoritarian presidential system, and imperfect democracy has been stabilized as a kind of formal political system. In order to understand the development of such a political system it is important to know the clan politics as a informal institutions. Because one major cause of stability of nondemocratic system can be found at stabilization or fixation of the informal structure, and as informal institutions 'clans' and 'patronage networks’ are widely used terms to address political dynamics in Uzbekistan. The understanding of clan politics requires for theoretical review on the causes of appearance of informal institution and on the efficient cause of its change. This paper tries to analyze the role of clan politics as informal institution in Uzbekistan, which has formed on the basis regional network, and the interaction with formal institutions. In the early period from independence informal institutions in Uzbekistan society had room to perform complementary roles of formal system. The new state never had a modern state institutions, was lack of professional officials, and its formal institutions were in prospect uncertain success. In these circumstances representatives of main clans helped president on the strengthening of control with their affirmative role to implement a formal system for social stability. At the same time, they did not forget to do everything in its power to expand their influence in the clan through the acquisition the allocation of resources in region. President I. Karimov continued on the one hand the role of coordinator of clans that were in competition. He also sought a new change on the other hand, to strength his influence in the official institution such as the sectors of domestic political, national security and the economy. Criticizing officially regionalism and factionalism, the president did not give up his role to facilitate these. Due to these changes the clan elites as informal institution and their roles and expectations were also varied. The author has reviewed the activities of the clan elites and personnel changes in official institutions centered in 2009. As a result, highly suggestive clues that show the roles of clan elites had changed from complement to compliance. On the other hand, in rural areas where show a different look, the formal institutions are still vulnerable comparing to the informal practices which have a deep historical origins. In the regions clan politics could be seen as a competitor or substitute for formal institutions.
