지속가능발전목표(SDGs)는 새천년개발목표(MDGs) 대비 다차원적이고, 포괄적인 특성을 보이고 있어 국가별 이행에 대한 성과관리 체계가 목표 달성을 위해 필수적이다. 이러한 맥락에서 자발적국가검토(VNR)는 국가적･지역적･국제적 수준으로 SDGs 이행을 확장하는 중요한 역할을 수행함으로써 2030 글로벌 어젠다 이행을 구속하는 제도적 장치가 없는 UN의 태생적인 한계를 보완할 수 있다. 한편 개발도상국은 국가통계역량을 구축하고, 충분한 재원을 보유하고 있는 선진국과 달리 VNR을 작성하기 어려운 환경에 처한 실정이다. 따라서 본 연구는 국제사회의 개별 국가에 대한 VNR 지원 메커니즘을 살펴보고 개발도상국의 VNR 작성을 위한 내외부적 협력 방안을 모색하는 데 그 목적이 있다. 이를 위해 UN이 제시한 가이드라인을 바탕으로 국가적 관점에서 수반되는 자체적 노력과 국제사회의 지원에 대해 분석한다. 사례연구로는 두 차례 VNR 제출 경험이 있는 네팔, 조지아를 선정하여 VNR 작성 과정에서 정부의 자체적 노력과 국제사회와의 협력에 대해 분석하였다. 두 국가는 VNR 작성을 위한 국내 제도적 기반 마련에 힘썼으며, 국제사회는 국가별 발전 상황에 따른 VNR 작성 및 SDGs 이행에 대한 역량강화를 지원하는 등 내외부적 노력을 확인하였다. 동 연구는 다른 경제적 상황에 처한 개발도상국 정부가 VNR 작성에 필요한 제도적, 정책적 필요조건과 국제협력관점에서 VNR 지원 방안에 대한 시사점을 제공한다.
Abstract
Compared to MDGs, it is essential for SDGs to have a performing management system for each individual state's implementation; this is due to the SDG's multi-dimensional and inclusive characteristics. In this context, as the VNR has the important responsibility of expanding the implementation of SDGs from national to regional and international levels, it is able to supplement the UN's lack of an institutional method in controlling their 2030 global agenda. One of the key concerning issues is that most developing countries have trouble issuing the VNR. This is in comparison to more developed nations which have a greater national statistical capacity and better financing for the implementation of SDGs. This research aims to discover the level of national and international cooperation required to submit VNRs for developing countries, by analyzing the international community's supporting mechanism. We will analyze Nepal and Georgia as our case studies and take a look at their national contribution and the level of external support that they needed in order to submit VNRs. Both countries have made efforts to establish internal institutional foundation for preparing VNR, and the international community has supported related strengthening capacity in the stage of preparing the VNR. By exploring the establishment of a baseline for submitting the VNR and implementing SDGs, this study will be able to provide developing countries with meaningful insight into the international support available to them for the VNR. This study looks in particular at the following factors: institutional requirements of developing countries to issue the VNR and supporting methods of international community for VNR in the perspective of international cooperation.
