조선조 절량정책의 사회복지적 기능에 관한 연구

Abstract

Chosun Dynasty was ruled by the ideology of king oriented politics which was that the king should take responsible for the people and be governed by just rule in compliance with political ideology of confucianism. The king ordered through the instruction and law and the local public servant took responsible for relief poverty administration. In view of social welfare activities, there were reserved rice system for poor relief by keeping food and directed relief poverty system as relieved poverty system which worked for assisting the people to overcome the poverty practically. Especially, frugal provisions policy would be more powerful social welfare management than modern social security system which ensures people's right to live in another point of view. Afflicted people and the poor caused by natural and extra disaster such as storm damage, flood damage and drought damage, the government could do enforcement of institution as supposed to be obligated by assisting them.
