중앙총괄기구 개편 경로와 동인 분석: 예산기구를 중심으로

An Analysis on the Path and Background Logic of the Revamp of the Central Management Apparatus: Focused on Budget Apparatus

초록

이 글은 정치권력적 시각에서 1948년 대한민국 정부수립 이래 중앙예산기구의 조직편제 개편 과정을 분석하였다. 가장 먼저 부정적 환류(negative feedback) 경로 변화 모형을 적용하여 중앙예산기구 개편 궤적을 살펴보았다. (경제 혹은 재정)기획 기능과 예산 기능을 한 기구에 결합시키고, 조세/국고 기능을 다른 기구로 분리하는 형태가 가장 자주 그리고 가장 오랫동안 나타났고, 다른 형태들에 비해 상대적으로 높은 경제성장률, 낮은 Gini 계수, 낮은 청년(20대)실업률로 귀결되었다. 각 단계별로 개편 이유를 살펴보면, 1948년 정부수립 시기에는 제3자적 입장 확보 및 예산의 국가 전체적 성격 확보를 위해 기획처 예산국 편제(A형)가 채택되었고, 1955년에는 사사오입 개헌 여파와 재정수지 균형 확보라는 목적 때문에 B형(재무부 예산국)으로의 이탈이 발생하였다. 1963년에는 정부 전체적인 경제정책 조정력 확보를 위해서 A형으로의 복귀가 발생하였다. 1994년에는 이전 군사정권들과의 차별성 확보 및 총재원배분 효율성 제고를 위해 다시 C형(재정경제원 예산실)으로의 이탈이 발생하였다. 1998년에는 외환위기 극복 의도, 공동 여당 간 경계, 거대 야당의 견제 등으로 인해 D형(기획예산위와 재경부 예산청)으로의 이탈이 발생하였다. 1년 3개월 후인 1999년에는 기형화한 예산기구들을 정비하기 위한 의도와 연합정권을 유지하려는 의도 때문에 A형으로의 복귀가 발생하였다. 2008년에는 대통령의 예산기구 장악 의도가 강해 또 다시 C형(기획재정부 예산실)으로의 이탈이 일어났다. 낮은 출산율, 낮은 성장률, 경제 양극화, 청년실업대란 같은 고질적 사회문제들을 해결하는데 일조하기 위해서 현재의 중앙예산기구 편제를 진지하게 재고해 볼 필요가 있다.

Abstract

This paper analyzed the processes of the revamps of the central budgeting apparatuses from the perspective of political power from 1948 onwards. First of all, it examined the path of revamp of the apparatuses applying the negative feedback model. The type of planning function combined with budgeting function within the same apparatus and taxing and treasury functions alloted to the other apparatus appeared longest and most often, and it showed the highest economic growth rate, the lowest Gini coefficient, and lower youth unemployment rate. Looking at the reasons of each stage of the path, the Budgeting Bureau of the Planning Office, Type A, was chosen to secure the third-party and government-wide position of the budget at the first stage since 1948. In 1955, the deviation to the Type B occurred as a result of the Revision of the Constitution in 1954 and for the purpose of securing the fiscal balance. In 1963, the return to the Type A occurred to secure the government-wide coordination authority of economic policies. In 1994, the deviation to Type C occurred to secure the difference from former military regimes and raise the efficiency of resource allocations. In 1998, the deviation to Type D occurred to overcome the foreign exchange crisis, for the checks between the two coalitional ruling parties, and for the checks by the majority oppositional party. In 1999, the return to the Type A happened to line up the deformed budgeting apparatuses and maintain the coalitional regime. In 2008, the deviation to the Type C happened again for the presidential intention to grasp budgeting apparatuses. From now onwards, we need to seriously rethink the current formation of central budgeting apparatuses to help overcome low birth rate, low economic growth rate, economic bi-polarization, and the disaster of youth unemployment.
