Abstract
Commoner class people in the Chosun era were not legally disqualified to take the state examination. This may indicate that the state examination system of Chosun was open to ordinary people. In reality, however, as aristocrats' privileged status was getting emphasized, there were increasing political and economic limitations for common class people to take the examination. That was mainly because 'passing the state examination' was both a foothold to enter government service and a means of securing one's high social status. This meant 'ceaseless struggles' among power holders, which got fiercer as 'Bungdang Jeongchi' was conducted. In addition, what is noteworthy regarding the features of Chosun's 'state examination system' is that passing the 'state examination' did not automatically lead to a government position. That is, state examination was nothing more than a 'qualification test' people should pass to become eligible for government positions. In order to become a bureaucrat, one should be equipped with political, social and economic privileges and come from politically favored region. Especially, passing numerous kinds of 'non-regular examination' rather than regular examination called ‘Singnyeon-si’was the fastest way to become a bureaucrat. Non-regular examination established itself as a system that was favorable to power holders or those who were privileged in terms of politics, economy, society and region. This has been proved by the results of the analysis on 'those who passed Mungwa examination' by family origin. ‘Dodangnok’ that guaranteed government positions shows that a significant portion of government positions were held by particular 'Seonggwan' This thesis confirms that it was inevitable that ‘institution' was embedded in Chosun society, and infers that Chosun society had the ’limitations of hierarchical society.' Ultimately Chosun's state examination system ended up being the followings rather than a system to select talented intellectuals: (1) ‘suppression mechanism' aimed at maintaining the existing system, (2) a means of spreading Neo-Confucianism, (3) a means of making intellectuals reserved group. This thesis warns that power holders today should not practice personnel management in the way to give advantages to the privileged class, urging them to select bureaucrats fairly. It is hoped that ‘state intellectuals DB’ accompanying open personnel institution will work properly.
