정치지도자는 정치공동체가 추구하는 공동선언의 실현에 있어서 방향이나 목표, 그리고 국민들의 삶의 질을 정할 수 있는 중요한 행위자이다. 국가발전에 있어서 리더의 역할은 매우 중요하며, 인류역사를 움직이고 바꾼 사람은 소수의 비전과 창의력을 지니고 시대변화에 도전한 리더라고 할 수 있다. 한 국가의 발전이 이루어지려면 정치지도자가 가진 리더십이 민주성과 도덕성, 효율성 등을 발휘할 수 있어야 한다. 이승만은 한국 현대사에 있어서 가장 논쟁이 많은 인물 중의 한사람이다. 이승만에 대한 연구는 1960년 이래로 지속적으로 진행되고 있지만, 1980-1990년대에 와서 정치학 등의 분야에서 보다 세밀하게 이루어지고 있다. 이 논문의 목적은 이승만의 정치 리더십을 분석하고 핵심 내용을 도출하여 제시하는 것이다. 이러한 목적을 달성하기 위하여 본 연구에서는 리더십관련 이론을 살펴보았으며, 이승만의 리더십을 제시하고 분야별로 평가하였다. 리더십을 보는 관점, 이승만의 생애를 보는 관점, 우리나라 정치적 상황변화를 보는 관점에 따라서 이승만의 리더십을 다양하게 볼 수 있다. 이러한 다양한 관점이 있더라도 본 연구는 자질론의 입장에서 이승만의 리더십을 도출하여 보았다. 그 결과 이승만의 리더십은 가부장적인 전체주의를 바탕으로 해방정국에서 탁월한 리더십을 보여준 정치인으로 평가되고 있다. 즉, 이승만은 우리나라의 초대 대통령으로서 부정적 측면도 적지 않지만 많은 일을 하였으며, 따라서 긍･부정적 업적도 많이 남기고 있다.
Abstract
Political leaders are important actors who define the direction, goals, and quality of life of community members in the realization of the joint declaration pursued by the political community. The role of leaders in national development was very important, and those who moved and changed human history can be said to be leaders who challenged the changes of the times with a small number of visions and creativity. In order for a country to develop, the leadership of a political leader must be able to demonstrate democracy, morality, and efficiency. Rhee Seung Man is one of the most controversial person in modern Korean. Rhee Seung Man’s research has been ongoing since 1960, but by the 1980s and 90s, it was conducted in more depth in the fields of political science and history. The purpose of this paper is to analyze Rhee Seung Man’s political leadership and derive and present the core contents. To achieve this goal, this study looked at leadership-related theories, presented Rhee Seung Man’s leadership, and evaluated by the field. Rhee Seung Man’s leadership can be viewed in various ways depending on the perspective of leadership, the perspective of seeing Rhee Seung Man’s life, and the perspective of looking at changes in the environment in Korea. Despite these various perspectives, this study derives Rhee Seung Man’s leadership according to the position of leadership qualification theory. As a result, Rhee Seung Man’s leadership is evaluated as a politician who showed excellent leadership in the liberation situation based on patriarchal totalitarianism. In other words, as the first president of Korea, Rhee Seung Man did a lot of work, although there were not a few negative aspects, and thus he left a lot of positive and negative achievements.
