김대중 대통령 집권 초기의 일정표 분석을 통한 대통령의 국정 수행 특성에 관한 연구

초록

본 연구는 김대중 대통령의 일정표를 내용분석하여 대통령이 시간을 일종의 자원으로 활용한 특성을 분석하고자 한다. 제도론적 대통령에 입각하여, 대통령을 한 개인이 아닌 조직으로 간주하여 대통령의 시간 자원 활용 역시 조직의 시간 자원의 활용이라 전제한다. 시간 자원 배분은 대통령의 정책 우선순위와 대통령이 선출된 시대적 요구에 대한 대응들이 조합되어 대통령의 영향력을 통한 전략적 선택으로 이뤄진다. 이러한 맥락에서, 본 연구는 이러한 시간자원의 활용이 담겨 있는 국민의 정부 집권 초기 1년 5개월간의 김대중 대통령의 일정표를 연구 대상으로 하여 업무장소, 업무 내용, 업무형태에 따라 대통령의 일정을 분류하고 시간 활용의 양을 산출하여 대통령 업무의 특성에 대해 분석하였다. 김대중 대통령 선출이후, 정권인수위원회에서 작성한 국민의 정부 100대 국정 과제 가운데 가장 앞서는 40개의 국정 과제를 경제 분야의 과제로 설정했을 정도로 외환위기의 상황 속에서 경제적 현안 해결이 시급한 상황이었다. 하지만, 실제로는 국민의 정부 초기에 경제･산업분야에 시간적 자원의 배분을 18.5% 정도 할애하여 기대보다 낮은 수치를 보였다. 그 이유는 경제･산업의 업무가 수행된 형태는 “보고”의 형태로 경제 분야를 전문가에게 맡겼을 가능성이 있다. 또한, 행정부를 조각하고 여소야대의 상황에서 정치적인 협력을 위한 노력에 많은 양의 시간자원을 배분한 것으로 확인하였다.

Abstract

This study aims to analyze the characteristics of how a president utilizes time as an organizational resource, using the president’s schedule as a primary data source. The schedule is viewed not merely as a reflection of the president’s personal agenda but as an organizational timetable centered around the president. The utilization of presidential time resources is seen as a strategic choice influenced by policy priorities, situational demands of the era, and the president’s capacity to respond effectively. Focusing on the initial 17 months of the People’s Government, this study categorizes the president’s schedule based on the location, content, and form of activities to quantify the time allocation and to analyze the characteristics of presidential duties. Despite the urgency of economic issues during the foreign exchange crisis, evidenced by the transition committee’s designation of 40 out of 100 priority tasks as economic, President Kim Dae-jung allocated only 18.5% of his time to economic and industrial affairs. This allocation suggests that economic tasks were likely delegated to experts, with the president receiving updates in the form of briefings.
