경찰대학을 개혁해야 한다는 의견이 최근 계속해서 나타나고 있다. 심지어 일부 국회의원들과 경찰행정학과 교수들은 경찰대학을 폐지해야 한다고 주장하며, 그 주요 근거 중 하나로 대다수 하위직 경찰관들이 폐지를 원하기 때문이라고 하고 있다. 2006년 국회의원 최규식이 발주하여 한국사회여론연구소에서 실시한 설문조사가 대표적인 경우인데, 문제는 여론조사 방법이 사회과학적으로 도저히 용인될 수 없는 수준이라는 것이다. 본 연구에서는 최대한 객관적인 설문구성과 표본 구성을 통해 경찰관들이 경찰대학을 어떻게 평가하고 변화하기를 바라는지를 조사했다. 경찰청의 협조로 무작위로 경찰관 1,397명을 추출하여 569명으로부터 응답을 받은 결과를 분석한 결과, 대다수의 경찰관들은 폐지를 원하지 않는 것으로 나타났다. 또한 대다수 경찰관들은 경찰대학이 우수한 인재를 조기에 확보하는데 기여했고, 그 졸업생들이 부하직원들에 대한 인격적인 대우를 함은 물론 높은 청렴성 등으로 경찰의 이미지를 제고하는 등 많은 장점이 있음을 인정하고 있었고, 계급에 관계없이 경찰대학이 경찰의 발전에 필요하다고 생각하고 있었다. 지금 필요한 조치는 경찰대학의 개혁이지 폐지가 아니라는 점이 분명해짐에 따라, 연구결과를 바탕으로 바람직한 경찰대학 변화방안을 제시하였다.
Abstract
Recently many have called for the reform of the Korean National Police University (KNPU hereafter). Some politicians and professors at police administration departments even demanded a complete abolition of KNPU. One of the most often used reasons was that most rank‐and‐file officers wanted the repeal largely because they believe KNPU have caused much conflict inside the police organization. The survey sponsored by Congressman Choi Kyu‐Sik and conducted by Korean Society Opinion Institute was used to confirm the negative evaluation of the officers. The survey however was based on serious methodological problems including the use of small convenient sample. This research is an attempt to correct the problems found in the prior research utilizing more objective methodology and to reveal the true evaluation of the KNPU by the police officers. Random sample of 1,397 police officers was collected in cooperation of the National Police Agency. Answers from 569 officers showed that most officers did NOT want the abolition of the KNPU and also agreed that the KNPU was successful in many ways: recruiting highly qualified officers and improving the public image of the police due to uncorrupted and modest graduates. Therefore majority of officers, regardless of the ranks of respondents, wanted to continue the KNPU. In conclusion, it was suggested what was really needed was to reform the KNPU, not to abolish it.
