이 연구는 수사경찰의 전문성과 직무효과성에 영향을 미칠 수 있는 요인들을 살펴보고자 서울시 수사경찰관 570명의 인식을 실증적으로 검증해 보았다. 수사경찰의 직무효과성에 영향을 미칠 수 있는 요인으로 선행연구 검토결과를 토대로 외생적 수사환경과, 수사경과제를 중심으로 한 인사제도를 비롯하여 재정, 조직체계, 수사기법 등의 제도와 수사경력 및 교육기간 등의 전문화 경력 등을 살펴보았다. 분석결과 수사경과제, 수사권 보장, 인권보호 등의 환경적 요인은 물론, 수사조직구조, 공조수사, 수사비 등의 제도적 요인도 수사경찰의 직무효과성에 큰 영향을 미치지 못하는 것으로 분석되었다. 반면에 수사전문화 교육기간과 수사부서근무연한 등의 수사경력요인은 수사경찰의 직무효과성에 매우 큰 영향을 미치는 것으로 분석되었다. 즉 컴퓨터 관련 신종범죄 등에 대처할 수 있는 실효성 있는 수사전문화교육과 수사부서에 장기간 근무하면서 다양한 실전의 수사경험을 쌓는 것이, 범인검거율을 높일 수 있고 자신이 맡은 직무의 만족도를 높일 수 있다는 사실이 확인되었다. 이러한 연구결과는 그동안의 선행연구의 결과와도 일치한다는 점에서 상당히 의미가 크다고 할 수 있다.
Abstract
This study tries to figure out the factors influencing job effectiveness of police investigators. For this purpose, a survey was conducted to 570 investigators in the Seoul Metropolitan Police. Factors influencing job effectiveness of investigator are reviewed by categories of exogenous environment of investigation, operation system of investigation, and career related variables, etc. The results of this study indicate that, neither environmental factors which are related to the Investigation Police Track System, investigation right, etc., nor operation system factors such as co-investigation, investigation costs, etc., is influencing to job effectiveness of police investigators. On the other hand, the period of investigation education and investigation work involved, which are related to career factor, are strongly influencing job effectiveness of police investigators. It is confirmed, thus, that developing effective investigator training system which possibly encounters to newly emerging crimes related to computers, etc., and building up many diverse career experience related investigation can increase the rate of criminal arrest and job satisfaction of investigators.
