뉴테러리즘에 의한 인질사건의 협상기법에 관한 연구

대규모 살상무기, 과학기술의 활용, 자살테러를 특징으로 1990년대 이후 등장한 “뉴테러리즘”은 과거의 테러와는 다른 양상을 보이고 있다. 인질사건은 테러리즘을 선전도구로 활용할 수 있는 중요한 수단으로 테러단체가 활용하고 있다. 현재 인질사건에 활용하는 위기협상 기법은 경찰이 인질상황이 전개되는 장소를 인지하고, 인질범과 인질을 포위, 통제하고 있다는 상황을 가정하여 개발되는 기법으로 뉴테러리즘에 의한 대규모 인질사건이 발생하는 경우에는 효과적으로 활용하기 어렵다. 모스크바 극장 인질사건과 베슬란 학교인질사건을 분석해보면 경찰이 인질현장을 완전하게 통제하지 못하고, 테러인질범들은 정치적인 요구를 하고, 테러조직의 지휘부와 교신하면서 정보를 교환하고, 인질의 무차별적 살상과 자살테러까지 고려하는 상황은 위기협상과는 다르다. 따라서 뉴테러리즘에 의한 인질협상은 위기협상과는 다른 접근방법이 필요하다. 테러 인질범의 요구에 대한 유연한 대처, 인질상황에 대한 기대치 하향화 등의 협상기법의 변화가 요구된다. 뉴테러리즘에 의한 인질사건에 대응하는 효과적인 협상기법을 통하여 인질, 경찰, 인질범 모두의 희생을 최소화할 수 있을 것이다.
Abstract
After the millenium, The New Terrorism has showed the new trends; the weapons of mass destruction, the increasing lethality of terrorist acts, indiscriminate violence, enhanced striking power by a by‐product of the proliferation of advanced technologies. Conventional crisis negotiation skills were developed in base on the containment and control of the hostage incidents. The hostage negotiation with the new terrorists are totally different with crisis negotiation. The changing of expectations and nonnegotiable demands are required for effective negotiation with the new terrorist. The revised negotiation guideline is critical for saving the hostages.
