판교 시민들의 범죄 두려움에 영향을 미치는 요인에 관한 연구 - CPTED의 인식을 중심으로 -

이 연구는 새로운 범죄예방 활동의 일환으로 환경설계를 통한 범죄예방(CPTED)에 대한 시민들의 인식과 범죄의 두려움의 관계를 살펴보기 위해 판교신도시에 거주하는 주민을 대상으로 CPTED에 대한 인식의 효과와 범죄의 두려움의 관계를 살펴보고자 하였다. 그 결과 CPTED에 대한 인식은 거주형태가 강한 상관관계를 보임으로써 CPTED가 주민들과의 대화나 응집과 같은 지역유대감 변수와 긴밀한 관계가 있음을 알 수 있었다. 이러한 결과를 통해 CPTED는 신도시 거주자들에게서도 거주형태와 지역내 긴밀한 이웃유대감과의 관련성이 높음을 알 수 있다. 이를 통해 사회적 약자인 어린이와 여성이 느끼는 범죄 두려움과 공포의 감소를 위한 범죄예방의 새로운 전략으로 도입과 적용의 타당성이 높다고 할 수 있다. 특히 어린이들의 안전을 위한 학교, 학교 주변 및 여성들의 안전을 위한 주거지역과 주변 공간, 중심상업 시설, 주차장 등과 같은 시설과 공간에 CPTED 기법의 적용이 이루어진 범죄예방정책과 제도의 마련이 필요하다. 그러나 아직까지 적극적인 홍보가 부족한 탓에 인지기반이 미약한 것이 사실이다. 따라서 공익광고나 지자체 및 경찰관서에서의 지속적이고 적극적인 홍보가 필요하다. 이는 언론이 담당해야할 사회적 역할으로도 반드시 실행되어야 하며, 이를 통해 CPTED가 지향하는 시민이 느끼는 범죄에 대한 두려움의 감소와 잠재적 범행기회를 가진 자들의 범행기회의 억제를 동시에 도모할 수 있다. 사적 공간뿐만 아니라 공적 공간 즉, 도로, 공원, 공공시설물 등 공적 공간에 우선적으로 CPTED의 원리에 충실한 공간별, 시설별 변화를 추구하고 이를 언론을 통해 홍보한다면 범죄에 대해서 사회구성원이 느끼는 불안감의 감소에서도 괄목할 만한 효과가 나타날 것이다.
Abstract
As part of a new crime-prevention activity, this study attempted to investigate the relation between citizens' awareness of CPTED (Crime Prevention through Environmental Design) and their fear of crime through environmental design. Aiming at residents in Pangyo New City, this study was conducted on the effect of both formal and informal control on the fear of crime, while particularly examining the relation between the fear of crime and the effect of citizens' awareness of CPTED as formal control. The results showed that citizens' awareness of CPTED has a positive (+) relation with their fear of crime. Based on the results, it seems that the validity of CPTED introduction and application is high as a new strategy likely to reduce the fear and fright of crime that the social underprivileged feel, such as children and women. At last, for districts children frequently come and go and residential areas in addition to space and facilities women frequently use, it is necessary to establish a policy for crime prevention through the application of CPTED techniques. Particularly speaking, the CPTED technique should be applied for schools and the surrounding areas for children's safety and residential areas and the surrounding space, and facilities and space such as central commercial facilities and parking lots. However, it is true that the ground of awareness in this field is not strong enough maybe because of the lack of active promotion at present. Accordingly, in addition to constant PSA (Public Service Advertisement) and local governments' or police departments' promotion, the mass media should pay more attention and promote the related contents. It is a part that should be done by all means in terms of the social function of the mass media, through which it is possible to lead the reduction of citizens' fear of crime and the restraint of potential criminals' opportunities at the same time, further achieving the objectives of CPTED. When we can make change based on the principle of CPTED for public space and facilities, such as streets, parks and parking lots, in addition to private space, and promote such change through the mass media, there will be significant effect appearing for the reduction of anxiety that social constituents feel about crime.
