CPTED 구성요소에 대한 공동주택 주민의 인식과 범죄두려움의 관계

초록

이 연구의 목적은 500세대 이상 공동주택단지에 거주하는 주민들의 자연적 감시, 접근통제, 활용성 증대, 영역성 확보 등 CPTED의 구성요소들에 대한 인식수준이 범죄두려움에 어떠한 영향을 미치는가를 경험적으로 규명하는 것이다. 국토교통부는 2014년 11월부터 500세대 이상 공동주택단지는 CPTED 인증절차를 거치도록 강제한다. 이는 CPTED 구성요소를 고려한다면 주민들의 범죄두려움을 낮출 수 있다는 사실에 근거한다. 2013년 이전에 조성된 공동주택단지들은 CPTED 설계기준의 반영정도에서 차이가 존재할 것이다. 따라서 이 연구는 주민들이 인식하는 CPTED 구성요소별 인식수준에 따라서 절도, 폭행, 성희롱, 강간 등 범죄유형별 구체적 범죄두려움의 차이가 존재하는지를 검증한다. 분석대상은 00경비회사가 관리하고 있는 서울, 경기, 인천지역 500세대 이상 공동주택단지 전수인 37곳에 거주하는 주민들이다. 자료 수집은 2014년 7월 14일부터 8월 25일까지 00경비회사의 도움을 받아 각 공동주택단지별로 30명의 주민에게 설문지를 배포하였고, 이 중 유효한 473부를 분석에 사용하였다. 분석결과 절도모형, 폭행모형, 성희롱모형, 강간모형 모두에서 남성에 비해 여성의 범죄두려움이 높았다. 모델에서는 강간모형, 성희롱모형, 절도모형, 폭행모형의 순으로 설명력이 높았다. 절도모형에서는 활용성증대와 영역성 요소가, 폭행모형에서는 영역성 요소가, 성희롱모형에서는 감시 요소가, 강간모형에서는 자연적 감시와 접근통제 요소가 통계적으로 유의미하였다. 분석결과를 통해 범죄유형별 두려움 감소에 영향을 미치는 CPTED 구성요소가 차별적으로 존재하였다.

Abstract

The purpose of this study is to find out empirically how the fear of crime is affected by the level of recognition of people, who live in 500-household apartment housing complex, on CPTED elements including natural surveillance, access control, utilization enhancement, territoriality securement, etc. From November 2014, Ministry of Land, Infrastructure and Transport compels an apartment housing complex over 500 households to pass CPTED authentication process. This policy is based on the fact that the attention on CPTED elements can result in the decrease of their fear of crime. In case of an apartment housing complex built before 2013, CPTED design standard will be applied differently in degree. Accordingly, this study is to verify if the fear of each type of crime such as violence, sexual harassment, rape, etc, is changed by the level of recognition of the people on each CPTED element. The analysis subjects are the people living in 37 apartment housing complexes with over 500 households, managed by OO security company, in Seoul, Gyeonggi, and Incheon. Data was collected from 473 significant questionnaires among the questionnaires distributed to 30 residents in each complex from July 14, 2014 to August 25, 2014 with the help of OO security company. According to the analysis result, women showed more fear then men in every models; rape model, theft model, and violence model. In terms of the explanation capability of model, rape model had the highest explanation capability, sexual harassment had the second highest, theft model third, and violence model the last. In case of theft model utilization enhancement and territoriality element were significant, in case of violence model territoriality element, in case of sexual harassment model surveillance element, and in case of rape model natural surveillance and access control were statistically significant. According to the analysis result, it was shown that each CPTED element had a different effect on the decrease of the fear of each type of crime.
