환경설계를 통한 범죄예방(CPTED)의 효과에 관한 연구 -대구주민의 주거환경에 대한 인식이 범죄피해 및 범죄두려움에 미치는 영향을 중심으로-

“누가 범죄를 저지르는가?”는 범죄학에서 지속적으로 관심을 가져온 문제이다. 그러나 1980년대부터 이러한 범죄학의 기본적인 물음에서 확대하여 건축물이나 주거환경의 설계시부터 범죄 및 범죄두려움을 예방할 수 있는 환경조성에 관심을 기울이고 있는데, 이를 ‘환경설계를 통한 범죄예방(CPTED)’이라 한다. 비록 우리나라의 경우 이러한 CPTED의 도입이 늦어 아직 국가적 차원에서 제도화가 되어있지는 않지만 최근 들어, 경기도와 천안의 일부 아파트를 중심으로 ‘환경설계를 통한 범죄예방’의 일환으로 범죄예방을 고려한 주거환경이 조성되어 있다. 따라서 CPTED를 적용하게 되면 과면 범죄와 범죄두려움의 효과가 있는 지에 대한 학계와 주민의 관심이 고조되고 있다. 이 연구에서는 이러한 CPTED의 효과성을 파악하기 위한 방법의 일환으로써 대구지역을 중심으로 CPTED의 주요한 실행전략 중 어떠한 요소가 범죄피해와 범죄두려움에 영향을 미치고 있는지를 살펴보고자 한다. 물론 CPTED의 효과성을 확인하기 위해서는 CPTED가 조성되어 있는 지역과 그렇지 않은 지역 간의 비교가 필요하다. 그러나 우리나라의 경우에는 CPTED의 주요 실행전략을 중심으로 계획된 지역이 적고, 또한 그러한 지역 역시 최근 입주를 시작하였기에 범죄피해와 범죄두려움의 경험적 실태를 파악하기가 곤란하다. 따라서 대구지역을 중심으로 CPTED의 실행전략에서 강조되는 주거환경에 대한 주민의 인식을 바탕으로 어떠한 요소가 범죄피해와 범죄두려움에 주요한 영향을 미치는지를 파악하여 CPTED의 효과성을 가늠해 보고자 한다. 이 연구의 대상지역인 대구의 경우 CPTED의 모든 실행전략을 갖추고 계획된 곳은 없다. 그러나 각 지역구별로 주거환경의 차이가 존재하기에 연구를 진행하기에는 무리가 없을 것으로 생각된다. 또한 이 연구를 바탕으로 CPTED의 실행전략 중 범죄와 범죄두려움에 특히 중요한 요소가 파악된다면 주거환경 설계시 우선적으로 고려해야 할 부분을 제시할 수 있어 주민의 안전한 생활환경 조성에 도움이 될 것이다연구결과 개인의 범죄피해와 범죄두려움에 주요한 영향을 주는 CPTED의 실행전략은 자연적 감시와 유지 및 관리인 것으로 나타났다. 따라서 주거환경 조성 시에 주민들 간의 자연스런 감시를 가능하게 하는 공간 구성이 중요하며, 방치된 건물에 대한 관리를 지속적으로 유지하고 청결한 상태를 유지하는 것이 범죄피해를 감소하게 하고, 범죄두려움을 억제하는 것으로 생각된다.
Abstract
“Who commits crime?" That has been a long interesting question in the field of criminology. Since the 1980s, however, the question has been extended by including a question, “how we prevent crime and fear of crime through designing buildings and residential environment?" It is called as ‘Crime Prevention Through Environmental Design (CPTED)’. Although it has been delayed the systemic introduction of CPTED in Korea, recently the concept of CPTED has been accepted in building apartments around Gyeonggi Province and Cheonan Province. Therefore, the next attention of academic community and residents is its effectiveness on crime and fear of crime. To examine the effectiveness of CPTED, this study focused on CPTED programs around Daegu area and investigated a determinant factor in the element of CPTED which may have an effect on crime victimization and fear of crime. Although it is necessary to compare multiple places where has accepted CPTED or hasn't, the places applied CPTED are lack and even though it has been accepted CPTED only it started recently. Therefore, the comparative examination of CPTED is difficult in this stage. Therefore, this research attempts to mainly examine the impacts on victimization and fear of crime by the perception of residents emphasized as one of the execution strategies in CPTED. Research shows that the most important execution strategy of CPTED is natural surveillance. And maintenace and management is also important. Therefore, in order to restraint crime victimization and fear of crime, it is important that creating the residential environment which is allowed natural surveillance by residents. And it is important for the management of abandoned buildings to maintain and keep clean.
