국내 불법체류외국인 범죄 실태와 경찰의 치안역량 강화 방안 연구

정보통신의 발달과 세계화에 따른 국가 간 인적·물적 교류의 확대는 세계경제의 성장에 기여하는 바가 적지 않지만, 아울러 외국인 범죄, 산업정보의 유출, 밀수사범 등 외사 치안수요 또한 증가하고 있어 대책마련이 절실한 실정이다. 현재 국내 총 불법체류 외국인은 1,168,477명으로 인구대비 2.35%를 차지하면서 매년 증가추세를 보이고 있다. 이와 같은 불법체류 외국인의 증가는 단순 노동 인력난 해소 등과 같이 일부 긍정적인 측면도 있으나 국내 산업 구조조정의 장애요인으로 작용하고, 저급 이질문화의 유입, 외국인 범죄의 증가 등의 부정적인 측면을 야기하고 있다. 이러한 체류 외국인 범죄와 관련하여 정부는 대부분 국내 불법체류자의 양산을 막기 위해 강제 출국시키는 일에 주력하고 있어 오히려 출국을 미룬 불법체류자들이 당국의 단속을 피해 상대적으로 단속이 느슨한 지방으로 흩어지고 있는 상황을 초래하고 있어, 모두 효과적인 대응방안이 되지 못한 것이 현실이다. 따라서 불법체류자에 대한 소극적 고용정책이나 단속과 같은 단순한 대응만으로는 한계에 이르렀다고 보아야 할 것이다. 이러한 관점에서 이 연구는 최근 우리사회의 심각한 문제가 되고 있는 불법체류 외국인의 범죄 실태를 살펴보고, 경찰의 불법체류 외국인 범죄를 감소시킬 수 있는 치안역량 강화 방안을 모색하였다.
Abstract
Due to globalization, the development of information and communication between human and material exchanges and contribute to the growth of the world economy is the expansion of the bar, but there are quite a few, as well as international crimes, such as theft, smuggling of information industry to cope with increasing demand, also normal Foreign Affairs Police raise urgent measures. The current total number of undocumented foreigners in Korea, 168, 473 active population versus 1 2.35%, while the yearly increasing trend. As such, an increasing number of undocumented aliens, and so relieve the simple labor workforce I, but some positive aspects of the restructuring of domestic industry and the influx of this question, the mean, the rise of international crime and causing the negative aspects. These Foreigner's with respect to the Government, most of the domestic crimes of illegal aliens to leave the force to prevent mass and got rather embark on flagship put illegals crackdown the authorities crack down on damage relatively loose fat and result in a situation, not all effective response. As a result, the passive employment policy or an illegal alien crack-down, it is believed that such a simple response to the limit alone is not enough. From this perspective, is a serious problem in our society this research recently and look at the situation of the undocumented alien criminal, police can reduce the illegal stay foreigner crime solutions empower police.
