Abstract

Phone Financial Fraud(PFF) is a type of financial fraud that the criminals use telephone to cheat random victims out of money. The typical trick is to have the victims operate an Automated-Teller Machine(ATM) by deceiving them to believe as if they have money to get refunded. Most of the cases occurring in Korea are attempted from “Call Centers" located in China. However, there is a high chance that the Virtual Private Network (VPN, mostly used for Internet games) is abused for the PFF because it can detour the interception of VolP(Voice over Internet Protocol) and pretend that the call is a domestic one. A VPN is a technique or a computer network that helps to use open connections or virtual circuits in some larger networks such as the Internet as if a single private network is tunneled through the transport network. It is used to ensure higher speed of data transmission between Korea and China. This study suggests that the PFF can be prevented by some technical modifications such as the recognition of special code or the volumetric analysis of phonetic notation packet. For the implementation of such techniques, legal and operational issues were discussed. The suggested technical measures and discussed legal and operational issues are expected to be helpful to prepare other measures against other types of crimes on the VPN or Internet.
