본 연구는 경찰 과학수사요원이 당면하고 있는 안전으로부터의 위험요인을 진단하고 합리적인 정책대안을 제시함으로써 과학수사요원의 안전을 확보하고 더 나아가 직무만족도 향상과 전문화에 기여하고자 하는 목적을 가지고 있다. 과학수사요원은 사건현장과 증거분석실에서 시체, 혈흔, 흉기, 독극물, 시약, 광원 등 수많은 위험물질을 접하고 있다. 위험물질을 흡입하거나 접촉하는 것은 물론 무의식중에 섭취하거나 찔림 등에 의해 혈액 감염이 발생하는 경우도 있어 세심한 주의를 요한다. 그런데 329명의 과학수사요원을 대상으로 한 설문조사 결과를 보면, 요원들 스스로가 안전에 대한 인식이 매우 약했으며, 안전 확보를 위한 가이드라인의 제정이나 체계적인 교육도 제대로 이루어지지 않는 것으로 밝혀졌다. 이를 반영하듯 안전 확보를 위한 장비의 보급과 사용도 제한적으로 이루어지고 있고, 결국 상당수의 요원들이 부상과 질병에 시달리고 있는 것으로 드러났다. 과학수사요원의 안전을 확보하기 위한 법적, 정책적 배려가 당연시되고 있는 서구에 비해 우리나라는 개인의 문제로 치부해버리는 후진적 관행에 머물러 있는 실정이다. 이에 본 연구는 첫째, 안전에 관한 표준 가이드라인 제정과 철저한 교육, 둘째, 각종 시약의 MSDS에 대한 정확한 데이터베이스 구축과 철저한 관리, 셋째, 충분한 안전장비의 보급, 넷째, 부상이나 질병에 대한 적절한 치료와 정밀 건강검진 등이 조속히 시행될 것을 제안한다. 조직 구성원의 직무상 안전 확보라는 기본적 문제를 해결하지 않고 전문화, 선진화를 지향하는 것은 설득력이 떨어짐을 명심해야 한다.
Abstract
This study aimed to diagnose safety issues surrounding crime scene investigators and suggest some plausible solutions, hoping to contribute to improving job satisfaction and specialization. Crime scene investigators are facing lots of hazardous materials such as cadaver, bloodstain, deadly weapon, toxic chemical, reagent, and a light source, which cause diverse infections in various ways. In most cases, unfortunately, the investigators cannot even recognize whether they are infected or not, and thus the alert has to be tightened the most at any time. Survey results of 329 crime scene investigators showed that they little, if ever, recognize the seriousness of their own safety, and there is no standardized guidelines for safety nor systematic education on the issue. In a similar vein, safety equipments are insufficient and considerable number of investigators are suffering from injuries and diseases. Unlike the extensive approach of developed countries to secure the safety of investigators, Korean government and police have paid little attention to the issue, counting it as a personal matter. To reform this backward system, this study made four suggestions: enactment and education of standardized safety guidelines, construction of database on MSDS of all reagents, sufficient supply of safety equipments, and fair treatment of injury or disease and service of thorough medical examination. It must be kept in mind that securing safety of agents is the first and foremost step toward specialization and advancement of scientific criminal investigation of Korea.
