Abstract

Crisis management is the process by which an organization deals with a major event threatening the organization, its stakeholders, or the general public. This study comparatively explores the system of crisis management in the government. To conduct the research, two countries - United Kingdom and Germany - have been chosen for comparators. They were chosen mainly because they have well-known established systems of crisis management. In addition to a comparative method, semi-structured interviewing was adopted in order to find out ideas and practices in the field. Based upon various research methods, we have found that the procedures adopted by each of the emergency services in response to a major incident are understandably devoted to the role of the service concerned. Rescue will most frequently be the prime function required of the emergency services. Mostly, police ease the operations by co-ordinating the emergency services, local authorities and other agencies. The general role of the police at a major incident are as follows: the saving of life together with the other emergency services; to secure, protect and preserve the scene and to control sightseers and traffic; the investigation of the incident and obtaining and securing of evidence in conjunction with other investigative bodies where applicable; the collection and distribution of casualty information and the identification of the dead; the prevention of crime; family liaison; and short-term measures to restore normality after all necessary actions have been taken. The purpose of emergency manuals and training is to describe the agreed procedures and arrangements for the effective co-ordination of their joint efforts. In this way the overall response of the emergency services will be greater than the sum of their individual efforts, to the benefit of the public.
