Abstract
The UK has adopted Integrated Emergency Management (IEM), and thus integrated crisis response manuals standardizing interagency roles and procedures have also been adopted in the UK. However, although South Korea claims to have promoted the IEM, it still seems to prefer differentiated responses of government according to types of disaster, and thus currently creates more than 5,300 (disintegrated) crisis response manuals at the national level. With this background in mind, this study tries to explore the UK's (including the British local police's) operating system of crisis response manuals, further deriving policy implications for the development of Korea's manual management or operating system. To this end, the study first looks into theoretical backgrounds from both UK and USA perspectives with regard to crisis response manuals, noting, for instance, such concepts as Paper Plan Syndrome, Open Systems Paradox, and Flexibility (Adaptability). Based on investigations into the manual theories and the UK's manual practices, the research finally recommends: ① making manuals public, ② constantly updating manuals, based on training and exercising, ③ creating multi-agency manuals, and ④ emphasizing flexibility beyond scripted manuals.
