북한의 평화 제안 추이와 그 특징

Abstract

This study is to find out the trend and characteristics of North Korea’s peace proposals based on the chronological analysis and to discuss its implications for peace building on the Korean Peninsula. The findings are as follows. First, the main target of North Korea’s peace proposals has been changed from South Korea to United States. Second, the formulas of the proposals has been going through inter-Korean peace treaty, DPRK-US peace treaty, dual approach of DPRK-US peace treaty and declaration of nonaggression between two Koreas, security assurance framework between North Korea and the US, and DPRK-US nonaggression treaty. Third, regarding US army in South Korea, North Korea demanded its immediate withdrawal at first. Then it changed its position such as demanding staged withdrawal and reservation before inter-Korean unification. Fourth, the suggestions started as a subordinate category of unification strategy and they gradually took their own. Fifth, although the North traditionally perceived disarmament as an issue between North and South Korea, it demands negotiation for nuclear disarmament of North Korea and the United States since the North’s nuclear tests. Because the peace proposals of North Korea has been deeply linked with its regime security, it raises a task toward neighboring countries around Korean peninsula of how to deal with North Korean regime in the process of peace building. The suggestions also has been accustomed to realistically security environment, that concerns how to and with what extent the countries concerned consider North Korean position in the process. But, international community confronts a fundamentally new situation created by North Korea who carries out military approach using nuclear option as well as diplomatic approach toward normalization with the United States.
