Abstract

Established eleven years ago, the forensic science experienced recruitment system focused on recruiting Crime Scene Investigators(CSI) from students majoring in forensic science. CSI recruited from the forensic science experienced recruitment system are more likely to have expertise in technical and theoretical aspects in forensic science. However, these same recruits are more likely to experience practical shortcomings, such in criminal law and investigative procedures. CSI recruits hired through the public recruitment system have more experience and expertise in criminal law and investigative procedures. To better improve CSI recruited from forensic science experienced recruitment system, data was collected from those with forensic science and public recruitment methods. In depth interviews with recruits of both hiring methods, management was used in compiling data. A large percentage of managers are in support of the forensic science experienced recruitment system. However, they also feel lack of knowledge and experience in criminal law and investigative work was something that should be supplemented. CSI recruited from the Forensic Science Experienced Recruitment System also shared similar opinions. The first suggestion to improve this recruitment system is to increase the rotational work period in the criminal investigation department so that the employees can naturally acquire knowledge and experience related to criminal law and investigative work. The second is to open a criminal law and investigative work education course at the police investigation training institute and make it mandatory to complete it before being deployed to the field. Lastly, a plan to make it mandatory to take the exam of knowledge of criminal law and invstigation to crime scene investigators hired through forensic science experienced recruitment system, is suggested. If the strengths of the forensic science experienced recruitment system for crime scene investigators are strengthened while its shortcomings are supplemented, the professionalism of crime scene investigators would be further improved.
