Abstract

Nowadays research on North Korea may be perplexing. Information from North Korea itself is restricted, and often times, it is contradictory. Some scholars state that North Korea is collapsing due to its failed currency reform. This analyses (Hypothesis X), based on a traditional interpretation of Socialist economies, purports that North Korea is experiencing the oscillation phenomena, in which its economy will oscillate between reform policies and the traditional communist economic line, and finally, collapse. Undoubtedly, North Korea's leadership is facing difficulties and is attempting to restore its socialist coordination mechanisms. However, this should not be interpreted as a return to a traditional communist regime or as ultimately resulting in a collapse of the North Korean economy. This paper supports the newly emerging “new macro economic management mechanism” thesis over the oscillation thesis, which assumes regime collapse. Far from moving towards collapse, the state sectors appear to be recovering while the market sectors are facing greater difficulties due to sanctions. This perplexing and strange phenomenon can be understood within the institutional design of compartmentalization. Since the July 1st measure in 2002 (also known as the 7.1 Measure), the North Korean economy has been extremely compartmentalized into the Party-Army sectors and the general economy, with resources from the latter transferring to those of the former. The 2009 currency reforms, which were deemed a failure by most scholars, had a slightly positive effect in regards to the supply side of the economy: the state-owned factories and co-operative farms, and anti-dollarization. In this context, North Korea's new leadership, which includes the successor, Kim Jong-un is designing a new economic management regime. It began with the agricultural sector, and this year, it will continue on to the light industry sectors. It appears that, much like in 1961-1962, the North Korean leadership will enact new management measures in 2012. In short, this research focuses on an alternative interpretation (Hypothesis Y) based on facts that are often overlooked or missed. Ultimately, this research contributes to an alternative analysis of North Korea's economy based on the newly institutionalized macro mechanism.
