이중돌봄 여성의 돌봄부담에 영향을 미치는 요인에 관한 연구 - 동아시아 사례를 중심으로

초록

본 연구는 사회구조가 변화하면서 여성들이 노동을 중심으로 한 삶으로 살아가면서도, 동시에 인구구조가 변화하면서 새롭게 제기된 돌봄의 퍼즐들이 해결되지 않아 일가족양립의 균형을 맞춰나가기 어려워지고 있다는 문제제기로부터 출발하였다. 구체적으로, 1990년대에는 여성들 대다수가 어린 자녀(6세 이하의 자녀) 양육을 30대 중후반까지는 마쳤던 것과 달리, 근래 만혼과 고령출산으로 40대 이후에도 어린 자녀를 돌보는 경우들이 늘어나고 있다. 이렇게 되면서 여성들이 아동을 키우는 시점에 고령으로 접어든 (시)부모를 동시에 돌봐야하는 이중돌봄 문제가 부각되고 있다. 이중돌봄의 시기 이후에도 고령화된 부모를 지속적으로 돌봐야 하기 때문에 노동시장으로의 진출에 제약을 받는다. 통계청 인구추이에 의하면 약 25%-30%의 여성이 이중돌봄의 위험에 노출되어 있으나, 이중돌봄에 대한 사회적 대책은 거의 없다. 본 연구는 한국, 일본, 홍콩, 대만에서 아동돌봄과 부모돌봄을 동시에 하고 있는 젊은 세대 여성 1,335명을 대상으로 이중돌봄의 실태를 조사하고 이중돌봄부담에 영향을 주는 요인들을 분석하고 이를 완화할 수 있는 방안을 모색해보려는데 목적이 있다. 연구결과, 이중돌봄자의 압도적 대다수는 사회적 돌봄서비스가 불충분한 것으로 인식하고 있었으며, 여전히 가족을 포함한 비공식부문을 통해 이중돌봄 어려움을 해결하고 있는 것으로 나타났다. 이중돌봄부담에 있어서는 경제적 비용부담과 시간압박을 가장 심각하게 여기고 있었다. 이중돌봄자의 돌봄부담에 영향을 주는 분석결과를 보면, 개인적 요인에서는 소득수준, 돌봄자의 건강상태가 영향을 주었으며, 이중돌봄 상황관련 요인에서는 자녀수, 남편의 아동돌봄 분담도, 피돌봄자가 하루 종일 집에만 있는 경우, 요양등급 또는 장애판정, 피돌봄자와의 친밀도가 영향을 미쳤다. 사회서비스 이용관련 요인에서는 서비스 이용에 대한 불충분성 인지도, 돌봄에 관련한 문제가 발생할 경우 대처를 위한 상담소 인지여부가 영향을 미치고 있는 것으로 나타났다.

Abstract

The study starts from the perspective that women confront with the difficulties of work-family reconciliation and balance due to the unsettled puzzle of care followed by their life cycle change into labor participation. Specifically, unlike the 1990s when a majority of women finished their childrearing task in their middle to late 30s, women are recently more likely to do the same one through their 40s due to the delayed child birth followed by late marriage Accordingly, women tend to confront with the double responsibility of care, carrying both childcare and care for the elderly at the same time. After passing the double care period, women have no choice but to keep care-giving to their old and weak parents(in-laws) for a longer period. According to the statistical population observation, about 25-30% of childbirth women expect to meet with the double care. The study is to show various situations of double responsibility of cargivng to both child and old-parent among 1,335 young women living in Korea, Japan, Hongkong, and Twain. Statistical analysis is given to reveal the predictors of the double burden care. In conclusion, this research is to propose the direction of future caring policy in order to reduce the double burden. Findings are as follows. Most of women perceived the social caring policy as an insufficient one, and still meet the various needs from double care with their family members. The highest burdens from the double care are financial difficulties and time conflicts. Statistic analysis shows that the predictors of the double care burden are income level and health conditions among carer individual factor, and number of children, help from spouse(husband), all-day home-staying, physical/mental severity, and relationship with dependent among caregiving condition factor. Among service related factor, the perception of lack of service use and recognition of counseling center in case of urgent caring needs.
