돌봄자 관점에서 본 이중돌봄의 현실과 일상성에 관한 연구

본 연구는 돌봄이 특정한 시점에서 한 명의 대상자에게 주어지는 단선적, 분절적 욕구가 아니라 생애에 걸쳐 여러 명의 사람들의 요구에 지속적으로 부응하는 보편적, 통합적 요구임을 부각하는데 초점을 두었다. 근래에 들어 고령화, 여성의 만혼, 늦은 출산으로 인하여 6세 이하 아동과 노인을 동시에 돌봐야 하는 이중돌봄의 비율이 증가하고 있다. 그럼에도 불구하고 돌봄정책은 대상자 중심으로 이루어지면서 돌봄주체로서의 가족내 역학 및 여성의 변화를 제대로 포착하지 못하고 있다. 돌봄자들은 이중돌봄요구에 직면하여 사회서비스를 이용을 원하지만, 여전히 공공부문 서비스보다는 시장이나 가족을 통한 지원에 의존하고 있었다. 정부로부터 서비스 제공이 부족하거나 온종일 아동과 노인을 돌봐야 하는 상황에 놓인 돌봄자는 높은 수준의 이중돌봄 부담을 겪고 있는 것으로 나타났다. 결론에서는 돌봄대상자가 아니라 돌봄자 관점에서 돌봄정책을 설계해야 하는 이유와 향후 방향을 제시하였다.
Abstract
The study focuses on emphasizing that caring is not monotonous and fragmented need which is given to a specific person at the certain period. but universal and comprehensive one for various members in daily life over lifetime. Due to aging, late marriage, and child birth at late age, more proportion of women come to have double burden of care, which means to care children below 6 and sick elderly parents at the same time. However, sticking to the prospect of the cared as objects, caring policy has not fully considered the changes in the dynamics of family and women as subject. People confronting with double care burden try to utilize social services, they still heavily depend on market-based services and family support due to lact of social service. Those experiencing lack of social support services from government, and those caring sick parents staying 24 hours at home shows highest level of double care burden. In conclusion, the study proposes the reasons why we should focus on the point of view from the carer, not the cared, and finally gives direction of future caring policy in Korea.
