금융 환경의 잠재적 불안정성은 이를 인식하지 못하는 정책과 조합되면 현실화할 수 있다. 이 논문은 1997년의 아시아 외환 위기 시에 IMF가 권고해서 시행된 고금리정책이 어떻게 환율의 불안정성을 가져오게 되는가에 대한 모형을 제시하고 계량적 기법을 통해 검증한다. 분석에 의하면 IMF의 권고로 시행된 고금리정책은 IMF의 예상대로 투자의 수익을 보장함으로써 외국 자본의 유입을 가져와 환율을 안정시키기 보다는 한국 내 기업의 자본 비용을 증가시켜 한국 기업들의 파산 가능성을 높이는 등 오히려 위험을 증가시켜 투자의 예상 수익을 낮춤으로 외환의 유출을 가져와 환율의 상승을 가져왔다. 이는 대출자(해외 자본)의 위험부담의 증가가 자산 가격(외화가치)의 상승으로 나타나는 민스키적 금융 불안정성으로 볼 수 있다.
Abstract
Inherent potential instability of the finance can be realized if it is combined with policies which cannot recognize that instability. This paper provides an analytic model and an econometric test that show how the high interest rate policy recommended by the IMF in the aftermath of the 1997 currency crisis of Korea produced that kind of instability in the movement of exchange rate. The finding is that the high interest rate policy led to depreciation of the Won. The result is due to the Minskyian financial instability, which can be realized when the increased lender's risk increases the supply price of the capital assets.
