가계조사로 본 소비성향은 전반적으로 하락하는 추세를 보였지만, 고소득층과 고령층에서 하락 현상이 가장 뚜렷하다. 중간층의 소비성향에는 별 변함이 없고 연령별로는 40대의 소비성향이 가장 높다. 시장소득의 원천으로 사업 및 재산소득보다 근로소득이 소비에 미치는 영향력이 더 크다. 소비와 직결되는 처분가능소득은 경기변동에 매우 민감하고 저소득층으로 갈수록 민감도가 더 커진다. 전반적인 분석 결과는 소득 집중의 완화, 노동소득분배율의 제고 및 자동안정화 기능의 강화가 소비 성장에 기여할 것임을 시사한다. 추가적으로 본 연구는 가계조사 소비성향과 그에 상응하는 국민계정 소비성향을 비교해 보았다. 두 소비성향은 등락의 방향과 폭에서 상당히 다른 모습을 보여 왔는데, 이는 퍼즐(puzzle)이라고 부를 만한 현상이다. 자료의 선택에 따라 결과가 달라질 수 있으므로 소비 행태의 분석에서 정책 시사점을 도출하는 데에는 세심한 주의가 요구된다.
Abstract
The propensity to consume in household survey has shown overall decline. The downward trend is most prominent in high income and old age consumers. The consumption propensity of middle class shows little changes, and is relatively high in the age group of 40's. As an income source, labor income is more important than business and property income. Disposable income which presumably has direct impact on consumption is very sensitive to business cycles, and the sensitivity increases from high to low income households. The overall results suggest measures for alleviating income concentration, raising labor income share, and reinforcing automatic stabilizers are needed for consumption growth. In addition, this study compares the household consumption propensity to its equivalent in national account. It is rather puzzling that two propensities reveal different aspects both in directions and variations. Careful attention should be paid on drawing implications from the consumption analysis because results may vary depending on the choice of data sources.
