2010년대 들어 국내 가계의 평균소비성향(소비/가처분소득)은 지속적으로 하락하여 총수요를 제약하고 있다. 본 연구는 제 1~4차(2012~2015) 가계금융복지조사 미시데이터를 이용하여 기간 중 평균소비성향에 대해 다양한 분석을 실시한다. 첫째, 평균소비성향을 소득⋅순자산⋅직업 종사상 지위⋅주거 형태⋅노후대비 구분별로 구분하여 가계 특성별 추이를 요약한 결과 평균소비성향의 하락은 특정 계층에 한정된 것이 아니라 대부분의 가계에서 전반적으로 나타나고 있는 현상임을 확인할 수 있다. 둘째, 항상소득가설에 근거한 회귀모형을 통해 평균소비성향 결정요인을 추정하고 그 추이를 점검한 결과 부(富)의 한계소비성향은 하락하지 않은 반면 소득 3∼5분위의 전반적인 소비성향 수준, 즉 소득 분위별 상수항이 하락하면서 평균소비성향의 하락을 주도하였다. 기존 연구 대비 본 연구는 특히 2010년대 이후 국내소비 부진과 더불어 평균소비성향이 낮아지는 상황에 주목하여 이를 집단별로 구분하여 분석하고 그 원인을 항상소득가설의 관점으로 해석한다는 측면에서 기여한다.
Abstract
Average propensity to consume of Korean households has declined in 2010s, causing the slowdown in aggregate demand. Using Korean Survey of Household Finances and Living Conditions panel data during 2012-2015, I analyze the following aspects of household propensity to consume: First, I summarize average propensity consume by income, net asset, job status, housing status, and retirement preparation groups. This reveals that the decline in propensity to consume is universal, not restricted to some specific household classes. Second, I estimate marginal propensity to consume out of wealth and examine its change during the investigation period. Marginal propensity to consume out of wealth has not decreased, but the constant term in higher income groups has declined, and the latter mainly caused average propensity to consume to fall. Third, a simulation based on simple permanent income hypothesis shows that a slowdown in expected income can generate similar pattern of change that the estimation result indicates. This paper contributes to the literature by providing in-depth analysis on falling average propensity to consume in 2010s and mapping it to the permanent income hypothesis framework.
