지니계수의 확장 및 이를 이용한 한국사회의 소득불평등 요인 분석

Atkinson, Piketty and Saez(2011)와 Piketty(2014)에서 강조되는 바와 같이 소득분포에서 구조적 변동은 일반적으로 장기간에 걸쳐서 발생하는 경향을 가진다. 통계청에서 매년 공식적으로 발표되는 지니계수는 1990년부터 이용 가능하기 때문에 시계열의 기간이 짧아서 소득분포의 구조적 변동을 포착하기가어렵다. 본 논문에서는 이러한 문제점을 해결하기 위해서 과거에 구축된 ‘도시가계조사연보’의 원 자료를 사용하여 지니계수의 장기적 시계열(1963년부터2007년)을 생성하였다. 또한 이렇게 장기간에 걸쳐서 추정된 지니계수를 사용하여 한국의 소득불평등에 영향을 미치는 요인에 대해서 분석하였다. 한국의소득불평등을 심화시키는 요인을 분석해본 결과 고령화, 실업의 증가, 자본시장개방으로 인한 해외직접투자의 증가, 고용불안정성의 증가, 그리고 신자유주의 정책의 추진이 소득불평등을 유의하게 증가시키는 것으로 나타났다.

Abstract

As emphasized by Atkinson, Piketty and Saez(2011) and Piketty (2014), structural changes in income and wealth distributions tend to take place over along time period; sometimes spaning several decades. The official Gini index that is annually reported by the Korea National Statistical Office is available only from 1990 so that studies based on this Gini index are likely to have difficulty taking into account any structural changes in income inequality. This paper tries to solve this problem by constructing a longer time series on the Korean Gini index using a raw data collected during the period of 1963 through 2007. We then employ this longer Gini index to analyze potential determinants of income inequality in Korea. Our empirical results indicate that some factors such as aging, unemployment, capital market opening, employment instability, and neo liberalistic policies can be identified as potential determinants for income inequality in Korea.
