Abstract
This paper reexamines indices of income distribution in Korea published by the Korea Statistical Office and the problem of the Household Income and Expenditure Survey on which these indices are based. We carefully study the indices for 1996 and 2000(based on the Household Consumption Survey) and 2006 and 2010(based on the Household Income and Expenditure Survey). We find that the Household Income and Expenditure Survey has the problems of under-coverage of top income earners and under-report of income in comparison with reference statistics based on income tax statistics and National Accounts. If we make adjustments for these problems, the Gini coefficients in terms of market income and disposable income in 2010 rise from 0.339 to 0.415 and from 0.308 to 0.371, respectively. It contrasts to existing perception that Korea’s income distribution is even relative to other OECD countries. The Gini coefficient rose rapidly in the period of 1996-2006 from a mid-ranked country in OECD in 1996. During 2006-2010, the Gini coefficient rose slightly in terms of market income but fell slightly in terms of disposable income. We also present the top income shares, another indicator of income inequality, for comparison. The income concentration stayed at the low level since liberalization but has ascended rapidly since the middle of the 1990s. Both indicators of income inequality provide a consistent picture on the trend of income distribution in Korea.
