화폐의 본질, 통화량과 물가, 이자율 및 환율의 결정원리, 세계화폐 등에관한 마르크스주의화폐이론의 입장을 다시 밝혔다. 화폐는 상품도 아니고관념도 아니며, 화폐는 반드시 상품이어야 할 뿐만 아니라 동시에 관념화폐일 수밖에 없다. 자본주의역사는 화폐를 관념화폐로까지 필연적으로 끌어올렸으며 그 과정에는 권력이 개입되었다. 그동안 주류화폐이론은 그 진실을호도하기 위한 연막장치에 불과했다. 통화량이 물가를 변동시킨 것이 아니라 물가가 통화량을 변동시켰다. 화폐수량설은 금융자본이 통화발행권을 정부로부터 탈취해온 이론적 무기였다. 이자율이나 환율도 시장에서 결정되는것이 아니라 정책적 외생변수였다. 따라서 이자율변동이나 환율변동의 불확실성을 전제로 한 파생상품시장에서의 제로섬게임은 사기도박에 불과했다. 유동성선호이론이나 대부자금시장이론은 금융자본이 통화정책의 자의성을 시장의 우발성으로 위장하는 변론이었다. 일국의 IOU가 세계화폐로서 통용되어 온 것은 미국의 특수한 국제정치적 위치 때문이었지만 이제는 그 국제정치적 지위가 달라졌기에 당분간은 자국통화나상대국통화로 결제를 해야 하는 자본주의이후 사회로 넘어가기 위한 역사적 대전환의 과도기에 들어섰다.
Abstract
Money is a product of labor in the sense that there can be no free lunch onthe market but it cannot but be transformed into an abstract symbol because ofpure transaction costs. This contradiction necessitated economic crises periodicallyto occur. It is resolved to prevent the periodical crises by divesting money of itscommodity character bit by bit, which became a more and more abstract symbol. This led to fiat money, an IOU issued by the banking system replacing the goldstandard. The contradiction between the commodity character and the abstractcharacter of money is transformed into a social antithesis between the 1% of thesociety, who creates money from nothing, on one hand, and, on the other hand,the rest of it, who are with no awareness indebted to the former by the creationof money. In this new perspective, new theories of inflation, interest rates, andforeign exchange rates are explored in this paper.
