국가유공자에 대한 보훈제도 개선에 관한 소고: 지방자치단체 보훈급여금 지원을 중심으로

Abstract

The purpose of this study is to analyze the problem of support for veterans' allowance among the veterans' system of current local government and to suggest implications and improvement direction. The problem is raised by the fact that, according to the ordinances of local governments, local governments have different names of ordinances, different payment targets, and different levels of payment when veterans' allowances are provided to national meritorious persons. In the case of the veterans’ allowance, for example, it is 50,000 won, 70,000 won, 100,000 won, 160,000 won and 250,000 won, and the national merit’ allowance is 10,000 won, 30,000 won, 50,000 won, 100,000 won and 200,000 won depending on the regions. The value of sacrifice and contribution to the same country can not be evaluated differently because the allowances differ in the area of residence. Moreover, it is difficult to accept that the reward for discrimination is different from that of the national merits. The discriminatory compensation among these local governments is based on the tendency of recognizing the national veterans’ system as a form of social security system. According to the local governments’ financial situation and legislative power, it is analyzed that the lack of the problem consciousness of the fact that the level of support for veterans' allowance is different. This discriminatory reward reality does not meet the objective because the rewards for sacrifice and devotion for the nation are unfair. So it does not contribute to national unity and national development due to the amplification of complaints and conflicts, and rather has a negative impact. Therefore, the veterans' allowance system, which is currently being paid differently among local governments should be improved. It is necessary for the state to pay the veterans’ allowance in order to guarantee the equity and contribute to the national integration.
