최근 국제정세는 동서냉전체제가 붕괴되고 미국중심의 단일 및 서방 선진국들간 협력에 기초한 다극체제로 변화되어 왔다. 이에 따라 한반도를 포함한 동북아질서는 전반적으로 화해와 군축을 지향하고 있으며, 국가간 경쟁과 협력이 공존하는 상호의존, 협력시대로 전환되고 있다. 한편 한반도를 포함한 동북아 질서에서여전히 냉전구조의 기본 틀을 완전히 벗어나지 못하고 있는 부분이 있다. 그것은북핵문제와 같은 동북아 안보상황과 연관된 부분이다. 동북아 안정과 평화를 위협하는 북핵문제와 군사도발에 대한 4강의 입장 차이는 매우 상이하다. 특히 한반도를 둘러싼 국가들 중에서 러시아는 미국, 중국, 일본과 함께 한반도의 통일에 지대한 영향을 미치는 국가 중 하나이다. 러시아는 핵무기를 포함한 강력한 군사력을지닌 국가로서 동북아 지역에서의 안보문제에 관한 발언권이 전통적으로 강한 국가이자, 에너지 강국으로서 국제사회에서의 영향력이 확대되어 가고 있다. 이러한러시아의 대한반도정책은 한반도를 둘러싼 기타 이해관계국들과 마찬가지로 철저하게 국익의 극대화를 추구한다는 점에서 현실적이고 실용주의적이라고 할 수 있다. 따라서 우리는 러시아가 한반도의 통일에 미치는 영향을 고찰할 때, 단순히 러시아의 한반도 정책, 혹은 한-북-러의 삼각관계에서만 조망할 수 없으며, 그 밖의다른 한반도 이해관계국들과 이루어지는 보다 입체적이고 복합적인 상호작용을 고려해야만 한다. 즉 러시아의 한반도 통일 변수라는 문제에 있어 다자적이고 다차원적인 분석을 통한 면밀한 검토와 준비에 바탕을 둔 대 대러 외교가 필요하다.
Abstract
After the collapse of the Cold War, international relations today is derived to a multi-polar system. Therefore, the order of the region of Northeast Asia, including the Korean Peninsula, changing to a decrease of weapons, and to improve reconciliation between countries, as a result of this transformation is obtained to the interdependence between countries. This can be said that there comes a new era of mutual assistance and cooperation in humanity. However, in ther relationship of countries in the region of Northeast Asia, including the Korean Peninsula, there is one part that does not change the structure of the Cold War. It is like the nuclear issue of North Korea, which is associated with the security situation in Northeast Asia. Four important countries, U. S. A.,China, Japan, Russia have a different attitude on the issue of North Korea's nuclear and the military provocation. So, we need to understand exactly the situation of this four important countries, and have to get countermeasures to cooperate for addressing North Korea's nuclear, which is the largest disturbing for the peace and a reliable development of Korean Peninsula. In particular,Russia is one of the most important countries that can be expected on a good role in the union of Korean Peninsula. Since Russia is the strongest country in the military activities, and Energy superpower. Russia's foreign policy on problems of Korean Peninsula is pragmatic and realistic, just like the other U. S. A., China, Japan. Therefore, we need to consider the diplomatic relationship between the Republic of Korea and Russia, based on Complex interactions with other countries.
