한국 탐사보도 실천경험에 관한 뉴스 생산자 인식 연구

탐사보도는 기존 저널리즘의 공백을 보완하는 최선의 수단으로 널리 인정된다. 하지만 언론현장에서 탐사보도는 점점 위축돼 가는 것이 현실이다. 이 연구는 왜 이러한 당위와 현실의 괴리가 발생하는지, 탐사보도가 정착하려면 어떤 조건이 필요한지 알아보고자 한국 탐사기자들의 실천경험을 분석하고자 했다. 이를 위해 탐사기자 12명을 심층인터뷰 해서 탐사보도의 요건, 기존 한국 탐사보도에 대한 평가, 탐사보도의 장애요인에 대한 기자들의 인식을 조사했다. 분석결과 한국 탐사기자들은 폭로성을 중심으로 탐사보도를 생각하는 성향이 강했다. 사회변화의 촉매역할에 대한 인식은 부족했다. 또 기존 탐사보도에 대한 평가는 현안성 탐사가 중심이 된 초보적 단계로 인식했다. 여기에 작용하는 장애요인으로는 정치적 통제, 자본권력의 압력, 언론조직 내의 상업성에 대한 압력, 소송의 부담, 소명의식의 부족 등 5개 요인이 거론됐다. 이중 방송기자를 제외한 모든 기자들은 조직 내의 상업성에 대한 압력을 가장 큰 장애요인으로 인식했다. 이러한 분석결과는 한국 탐사보도의 실천경험은 조직 내의 상업성 압력과 탐사보도의 공공성을 절충하는데 있음을 의미한다. 따라서 탐사보도가 활성화 되려면 상업성에 대한 추구보다 시민과의 연대를 기반으로 한 공공성 강화가 요구된다는 것이 이 연구의 결론이다.
Abstract
Investigative Reporting has been acknowledged as a powerful complement of objective journalism, especially formalistic trend of it. But Investigative reporting is being gradually tapered off in South Korea. This study explore why this kind of difference between idea and reality happen, what is ideal conditions in that investigative reporting settle down. For this purpose, this study interviewed 12 investigative reporters about their practice experience and analyzed the characteristics of Korean Investigative reporting. By this analysis, several important point was found. First of all, Korean Investigative reporters put a bigger emphasis on revealing hidden fact itself than the role of catalyst for social change. The biggest obstacle of korean Investigative reporting was direct and indirect control by capital power. Relatively, Control by political power was less influential. Eventually, Pressure on commercial viability inside media organization is hardest condition for investigative reporters to overcome. This analysis result said that the most important thing to revitalize investigative report in South korea is to compromise commercial viability and publicity inside investigative reporting norm and customs.
