정부출연연구기관의 임무지향형 혁신체제 구축방안에 관한 연구: 인식분석을 중심으로

Abstract

The purpose of this study was to provide policy recommendations for the transition to a mission-oriented innovation system, based on the conceptual understanding of mission-oriented innovation and the analysis of practical examples of mission-oriented innovation within government funded research institutes. Mission-oriented innovation policy refers to science and technology policies aimed at addressing national challenges and achieving mission objectives, including relevant technology innovation plans and R&D projects. The empirical analysis focused on perceptions of mission-oriented innovation policy and examined how individuals perceive the level of mission orientation within government affiliated research institutes. Factors considered crucial in mission selection were ranked highest in terms of relevance to socio-economic challenges, followed by socio-economic impact and potential for systemic change through R&D innovation. Concerning the establishment of a mission-oriented innovation policy implementation framework, a long-term perspective was emphasized. Organizational structuring around missions, networking among diverse sectors and stake-holders, interdisciplinary approaches, and innovation-centric decision-making were identified as significant considerations. As recommendations for government-funded research institutes' mission-oriented innovation policy and system development, this study proposes the necessity of defining agency goals and missions, redefining roles, innovating governance structures as implementation frameworks, modular policies as policy tools, and incorporating continuous citizen engagement throughout the policy cycle.
