초급간부 수급의 어려움 및 우수 간부의 중도 이탈의 심화는 군 전투준비태세 유지, 더 나아가국가안보에 심각한 문제를 초래할 수 있으며, 이를 해결하기 위해서는 초급간부의 열악한 처우뿐만 아니라 군인가족의 삶의 질도 반드시 개선시켜야 한다. 군인가족 복지는 군의 사기증진, 우수인력 확보 및 유지, 군 전투준비태세 유지 및 향상 측면에서 매우 중요하다. 하지만 그동안 군인가족 복지정책 개선을 위한 학문적 연구와 정책적 노력은 미비하였다. 본 연구는 군인복지 및 군인가족 복지의 개념을 제시하고, 군인가족 복지의 중요성을 논의한 후 미국의 군인가족 복지정책사례를 분석하였다. 군인가족 복지정책 발전을 위한 정책제언으로 군인가족 복지정책 지지기반 확보, 정책과정에 군인가족 참여 확대, 산출결과 중심의 정책평가체계 구축, 군인가족의 복지프로그램 접근성 향상, 군인가족 취업지원 정책 수립 등을 제시하였다.
Abstract
Difficulties in recruiting entry-level officers and the increasing attrition of talented officers can cause serious problems in maintaining military readiness and, furthermore, national security. To resolve the difficulties, it is essential to improve not only the poor treatment of junior officers but also the quality of life of military families. Military family welfare is crucial for boosting military morale, attracting and retaining talented personnel, and maintaining and enhancing military readiness. However, there has been a lack of academic research and policy efforts to improve military family welfare. This study presents the concepts of military welfare and military family welfare, discusses the importance of military family welfare, and examines the case of the United States’ military family welfare policies. Policy recommendations for improving military family welfare policies include securing supports for military family welfare policies, expanding the participation of military families in the policy process, establishing an policy evaluation system focused on outcome, improving access to welfare programs for military families, and formulating and implementing policies to support employment for military families.
