환경세와 환경지출의 최적조합

본고는 외부성을 지닌 정책영역(예: 환경)에서 조세·재정지출 정책의 최적조합 개념을 제시하고 해를 모색한다. 주요 분석으로서 첫째, 환경개선 행위(예: 기술개발)에 소요되는 재정지출의 최적수준과 이에 부합하는 최적 환경세의 구조, 즉 최적 정책조합이 존재함을 규명하기로 한다. 둘째, 환경재정지출의 확대가 현실적 제약으로 인해 어려운 경우, 환경과세의 최적수준이 어떠해야하는지 파악한다. 셋째, 정책 결합의 구체적 사례를 시산함으로써 논의의 현실적 유용성을 제고하도록 한다. 마지막으로 본 개념을 실증적으로 확인할 수 있는 틀을 제시한다.
Abstract
This paper examines the tax and expenditure mix in environmental public finance management. We propose the notion of the policy mix and derive the structure of the policy mix. We then perform a small-scale simulation to deliver some practical implications.
