Abstract
This paper shows that, if a certain kind of non-homotheticity is assumed in the utility function, environmental tax policy could achieve positive non-environmental effect, that is, enhancing the overall tax efficiency. This implies that the results of previous studies that reject the double dividend hypothesis are mainly derived from rather specific functional form assumptions. Regarding the issue of double dividend, this paper suggests a new finding: it is very important to consider the expenditure elasticity of demand for the polluting good, since the elasticity is closely related with the tax efficiency which is brought by environmental tax reform.
