박근혜 정부조직개편의 시론적 논의

초록

이 연구는 박근혜 정부 조직개편의 실현가능성을 과정중심적으로 접근한 것이다. 상황적 요인, 과정적 요인, 개혁의 내용과 방향성을 정부조직개편을 설명하는 주요 변수로 보고 이를 분석하였다. 특히 과정적 요인에서 관료와 관료제의 자발적 참여와 순응을 주요한 변수로 보았으나, 여러 한계로 인하여 분석에는 이르지 못하였다. 과거로 복귀된 부총리제, 확대된 청와대의 기능과 직제, 각 부처의 조정되지 않는 기능과 권한 등은 박근혜 정부가 앞으로의 행정개혁을 통해 극복해야 할 과제로 나타났다. 이 연구는 앞으로의 후속연구에 기여하기 위한 시론적 연구에 해당한다.

Abstract

This study is about the feasibility for President Park, Geun-hye Administration's organizational reform process. Especially, Effectiveness of the reform would be possible by some certain situation. That situational context would be promoting an ideology for the reform, utilizing an accumulated knowledge, securing the propulsion mechanism of the reform and participating and learning voluntarily. After all, the assumption of this study is that public interest-the ultimate goal of the public administration - would be achieved through this circumstances. Because of the limitation of the researcher and the timing, however, this study is not the elaborate analysis but organizing the contents and the special features of the reform. Therefore, this study is data analysis at the early stage and will contribute much to the follow-up research.
