최근 국제사회에서 우리나라는 ODA 수원국에서 공여국으로 완전히 전환한 모범적인 사례로 인정받고 있다. 그러나 성과관리 및 평가 개념이 확립되고 있는 최근에 와서 개발원조에 대한 철저한 평가나 모니터링이 선진국에 비해 미흡하다는 ODA사업에 대한 문제 제기가 시작되고 있다. 본 연구는 ODA사업이 확대되고 보다 체계적인 관리의 필요성이 제기되고 있는 현 시점에서 우리나라 ODA사업 평가 및 모니터링 시스템이 수원국에서 성과를 도출하였는지, 그리고 수원국에서 도출된 성과가 공여국인 우리나라에도 긍정적 영향을 미치는지에 대해 실증분석을 하고자 한다. 이를 위해 수원국에서의 1차적 성과를 빈곤 감소, 교육수준 개선, 여성인권 신장, 아동사망률 감소, 질병사망률 감소 등 MDGs의 1차 목표로 개념정의 하였고, 이를 통해 달성하고자 하는 2차적 성과는 수혜자의 삶의 질 개선, 수원국 전반적인 삶의 질 개선으로 정의하였다. 또한 수원국에서의 성과를 통해 달성하고자 하는 국내, 즉 공여국에서의 ODA성과로 수원국 내와 국제사회에서 우리나라의 위상으로 조작적 정의하였다. 전문가 164명의 설문조사 응답결과를 토대로 ODA사업 평가 및 모니터링 시스템 수준이 수원국에 대한 1･2차적 성과를 매개로 공여국인 한국에서의 성과에 영향을 미치는지 구조방정식을 통해 분석하였으며, 분석결과 이들 간에 인과관계가 있다는 점을 통계적으로 입증하였다.
Abstract
This study is to analyze empirically whether ODA evaluation and monitoring system deduct performance in recipients and this performance influences positively in Korea. For doing so, this study defines the outputs as MDGs’s goals, and then outcomes are defined as improvement of life quality of recipients and their people. Also this study operationalizes the performance in donors as the status of Korea in the recipients and the world. The results of SEMs shows that the level of ODA evaluation and monitoring system influence the ODA performance in Korea with mediating to outputs and outcomes in recipients. Therefore, this study suggests that it needs to manage strictly ODA by improving ODA evaluation and monitoring system.
