유교적 가치관에 기초한 동양적 공공리더십에 관한 연구: 한고조(漢高祖) 유방(劉邦)을 중심으로

동양과 서양이 처한 역사적, 문화적 맥락이 상이함에 따라 공공리더십에 대한 이념형도 달리 형상화되어 왔다. 이에 본 연구는 유교적 가치관에 기초한 동양적 공공리더십을 유교를 국가이념으로 채택한 한(漢)나라를 건국한 유방(劉邦)의 리더십을 중심으로분석하고, 이를 통해 현재의 공공리더십을 위한 시사점을 찾고자 하는 것이다. 이를 위해 우선은 이론적 측면에서 유교적 가치관에 기초한 동양적 공공리더십을 논의하였다. 다음에는 동양적 공공리더십을 한고조 유방의 리더십을 중심으로 국정관리와 조직관리의 두 측면으로 구분하여 분석하였다. 이를 위해 우선은 초한쟁패의 배경, 전개과정, 결과 등을 약술하였으며, 이어서 유방의 공공리더십을 초한쟁패 전개과정에서 발생하는다양한 사례들을 인용하면서 분석하였다. 마지막으로, 유방의 리더십이 오늘날의 공공리더십에 시사하는 바를 토의하였다.
Abstract
The purpose of this article is to examine the public leadership of Liu Bang, a founder of the Han Dynasty China, in terms of the two aspects of state management and organization management, and to suggest useful implications for contemporary public leadership. To the end, this article first debates on the current trend of leadership theory and the key success factors that each theory emphasizes. They are properly used in interpreting Liu Bang's public leadership and deriving implications for contemporary public leadership. The next chapter analyzes Liu Bang's leadership in terms of governance leadership and organizational leadership by referring to the diverse cases for the duration of the war between Xiang Yu's Chu and Liu Bang's Han. The final chapter discusses the implications of Liu Bang's leadership for contemporary public leadership.
