초록

The network governance can provide a framework for understanding the growing connections between varied organizations that find themselves working together to implement public services. However, despite the progress made in understanding the networked model of public service delivery, there is still a considerable discrepancy between the acclamation and attention network governance receives and the knowledge we have about the growth of network governance. To address this discrepancy, this paper takes into consideration network formation, network performance, network structure, network management, and network stability as pressing five key issues of public sector network. For each issue, we analyze the literature in order to deliver critical claims about the genus of network governance. The five issues might be of help in forming a comprehensive framework for interaction along public network development. The paper proposes three order network governance framework encompassing extant conceptions of public network development. We believe opportunities to test, refine, and extend the proposed three order network governance framework can contribute to our general knowledge accumulation of public network governance.
