시민의 정책참여 영향요인 분석: 온라인 활동의 매개효과를 중심으로

시대와 국가를 막론하고 시민은 ‘무관심하고 무기력한’ 시민에서 ‘자발적이고 적극적인’ 시민까지 다양한 모습으로 수많은 공공이슈에 참여한다. 이 연구에서는 자발적이고 적극적인 시민에 집중하여, 이들이 공공이슈에 참여하게 되는 요인을 밝히고자 하였다. 이를 위하여 참여요인을 실질적 참여활동을 전 형성되는 심리적 요인과 이러한 심리를 활동으로 이끄는 매개요인을 구분하였으며, 매개요인은 특히 온라인활동에 주목하였다. 연구결과를 요약하면 다음과 같다. 첫째, 시민의 참여심리를 정책참여로 이끄는 매개변수로 인터넷 커뮤니티 활동, 소셜 네트워크서 서비스(SNS)등이 유요한 변수임을 확인하였다. 둘째, 온라인 활용의 부문매개효과 검증을 통하여 매개체 없이 직접적 참여를 하는 경우는 자신의 이익과 관련하여 참여를 통하여 실제 이익이 발생할 수 있으면 매개체를 거치지 않았다. 셋째, 온라인 활동을 통하여 참여를 하는 경우는 효능감과 관련이 있었다. 즉, 내적 효능감이 높은 시민은 참여의 기술과 지식을 온라인상에서 제공하고 공유하여, 외적 효능감이 높음 시람의 참여를 유도하였다. 이 연구는 시민들의 정책참여 대한 다양한 방식들을 종속변수로 활용하여 기존의 정치참여 외에 정부에 대한 참여방식을 설명하는 데에도 적용이 가능한지를 분석하고자 하였다는 점에서 학술적 의의를 찾을 수 있다.
Abstract
Regardless of the period and the country, civic participation in public issues comes in a variety of forms, with “indifferent and apathetic citizens" and "voluntary and active" citizens." This research concentrates on the voluntary and aggressive citizens and focuses on the factors for their participation in these public issues. Participation factors are essentially divided into psychological factors, formed before participation activities, and factors that lead to psychological activity, especially online activities. The results of the research are summarized as follows. Firstly, mediating factors lead to a civic participation psychology to participate in policy, Internet community activities, social network services (SNS), etc. Secondly, if you are participating directly without mediation, using the intermediary effect of the Internet. Thirdly, if participation through the Internet is related to political efficacy, that is, when one is participating in online activities.
