Abstract
This study aims to examine the policy preferences of women in local councils by analyzing the remarks made in council meeting minutes. By extending prior research, which primarily focused on the positive correlation between female lawmakers and women-friendly legislation at the national level, this study shifts the focus to local councils. Through a detailed analysis of the minutes, it investigates the policy preferences of women serving in these councils. The findings reveal that female members of 10 metropolitan and provincial councils demonstrate varying levels of engagement with women-related issues, influenced by factors such as district versus proportional representation, their party affiliation, and their professional backgrounds. Notably, proportional representatives were more likely to address women’s issues. Additionally, first-term lawmakers, as well as members of the Democratic Party of Korea and smaller parties, were more active in making women- related remarks. However, the analysis also indicates that as female lawmakers advance in their careers, particularly those with athletic backgrounds or holding leadership roles like vice-chair or chairperson, their involvement in discussions on women’s policy tends to decline. This decrease is attributed to their increasing administrative responsibilities, which limit their opportunities to engage in active policy discussions, including those related to women’s issues.
