사회적기업 생태계의 네트워크 특성 비교분석: 무상성과 전이적 호혜성의 확산을 중심으로

초록

사회적기업은 무상성과 전이적 호혜성에 기초한 교환 활동을 통해, 기존의 대가성에 기초한 거래에 초점을 둔 자본주의 시장경제와 영리기업을 대체하려 한다는 점에서 능히 대안적 경제주체라고 불릴만하다. 따라서 이 연구는 먼저 일반적으로 논의되는 수준을 넘어, 사회적기업과 그 생태계가 견지하는 무상성과 전이적 호혜성의 개념 및 이들 특별한 개념에 기초한 생태계의 특성을 여섯 가지로 정리하였다. 이어서 이러한 이상적 기준에 기초하여 볼 때 부각되는 우리나라 사회적기업 현실 생태계의 문제점과 한계를 무상성과 전이적 호혜성 확산을 중심으로 축약하였다. 최종적으로 바람직한 사회적기업 생태계 구축과 네트워크 활성화를 위한 정책적 대안 몇 가지를 제시하였다. Strauss & Corbin(1998)의 근거이론접근법을 기본으로 참여 관찰 및 관계자 심층 면접을 통해 수집한 자료에서 자발성과 창의성, 자생력과 생존-회복능력, 고른 연계, 지역사회와의 강한 유대, 홍보 및 경험의 전수와 공유, 목표에 대한 합의 및 성과 창출 의지라는 여섯 개의 핵심범주를 추출하였다. 서울, 대구, 대전 3개 대도시의 관 주도적 사회적 경제 생태계와 그에 대비되는 생태계로서의 국내 EoC 네트워크 간 무상성과 전이적 호혜성 확산의 핵심 범주별 수준 차이를 비교한 결과 상당히 분명한 유형간 차이를 발견할 수 있었다. 발견된 유형간 격차를 개선하기 위하여, 이 연구는 정책적 시사점을 다시 여섯 개의 핵심범주별로 제시하였다.

Abstract

Social enterprises are alternative agents of economic activity because they are trying to substitute market trade based on the capitalistic contracts and profit-oriented firms with civil exchange stemmed from the gratuitousness and transitive reciprocity. Despite various efforts of Korean central government and local governments, however, the quality of networks of Korean social enterprises is still estimated unsatisfiable. The purpose of this study is, therefore, to analyse the difference between the characteristics of ecosystems of Korean social enterprises and to suggest policy implications for the advancement of the quality of Korean social enterprise networks. Based on the grounded theory procedures and techniques of Strauss & Corbin(1998), this study extracts six core categories of gratuitousness and transitive reciprocity from the data of participatory observation. Government-driven networks of Korean social enterprises are founded as less proactive, weaker in terms of restoration ability, inclined in linkages, isolated from the neighborhood, passive in experience sharing, and unclear in goal awareness than the economy of communion network of Korea. Six policy alternatives are suggested to result in “blessing” not “wounds” of the leaders of Korean social enterprise networks.
