초록

본 연구는 2020년의 제1차 및 제2차 추가경정예산의 편성과정을 정책의 연속과 변동이라는 관점에서 분석하였다. 2020년 제1차 추경예산안은 심각한 경제위기였던 2008년의 금융위기 때에 정부가 활용했던 정책수단과 비교할 때 기존의 정책과 연속성이 있고, 제2차 추경예산안에는 전 국민을 대상으로 한 현금성 긴급재난지원금이라고 하는 새로운 수단이 제시된 것에 착안한 것이다. 현금성 재난지원금 도입을 제도변동으로 파악하고, 이를 신제도주의의 이론 중에서 아이디어를 강조하는 담론제도주의 시각에서 분석하였다. 연구방법론적인 측면에서 본 연구는 사례연구의 질적인 접근에 텍스트 마이닝 분석의 양적인 내용분석을 접목하여 사례연구의 방법론을 보다 견고하게 보완하고자 하였다. 연구 결과로는 담론을 둘러싼 행위자들의 상호작용과 재난지원금이라는 새로운 아이디어가 채택될 수 있었던 요인과 관련하여 본 연구는 정책선도가의 존재(광역자치단체장), 정치적 사건(4.15 총선), 행정에 대한 정치적 통제 등이 주요한 영향변수임을 발견하였다.

Abstract

This study analyzed the process of formulating the first and second supplementary budgets in 2020 from the aspects of policy continuity and change. Compared to the previous policy tools during the financial crisis of 2008, the first supplementary budget in March 2020 had continuity with that of the financial crisis times. However, in the second supplementary budget bill of April 2020, a Covid-19 assistance fund was proposed as a new innovative policy tool. This study identified the introduction of Covid-19 assistance funds as a policy change. It analyzed the policy-making process from the perspective of discursive institutionalism, which emphasizes the importance of ideas in policy change. In order to identify the idea of a disaster assistance fund, this study used quantitative text mining techniques to extract keywords that appeared in the discourse. This study found that three factors have influenced policy change: 1) the existence of policy entrepreneurs (the heads of regional governments), 2) a political event (the general election on April 15), and 3) political control over the administration. The government (the Ministry of Economy and Finance), the ruling party, and the opposition party competed for the ideas of selective and universal support, and finally, universal support for all people was adopted. In addition, this study tried to supplement the qualitative case study method more firmly by combining quantitative text mining analysis in researching policy cases in terms of research methodology.
