본 연구는 한국의 공공 영역들에 다양하게 적용되고 있는 플랫폼 전략과 지역공동체전략의 결합가능성을 가치 체계들을 통해 탐색하였다. 이를 위해 두 전략에 내재되어있는 가치 생산 방식과 분배 방식에 있어 차이점을 인식적 추론에 기반한 해석적 접근을 시도하였다. 공유가치와 가치교환이라는 공통적 수사로 인하여 기초 단위로 분산된지역공동체들을 플랫폼 네트워크로 연계한다는 개념적 설계를 가능하게 하지만, 가치생산 기제로서의 공유가치는 플랫폼의 경우 효용성을, 지역공동체주의는 호혜성이라는가치판단 척도들에 의해 각각 다르게 해석된다. 전자는 사회의 가치 총량 증가에, 후자는 사회적 자본 증가에 초점을 둔다. 전자는 개인의 기여에 따라 분배 받지만, 후자는각 공동체의 사회적 규범에 따라 다원적 분배관을 형성한다. 이로 인해 공적 영역 적용상의 가치교환의 동등성 문제, 지역공동체간의 협력과 연대의 저하 문제, 그리고 행정구역 개편 문제 등의 난제들이 존재하고 있다. 이러한 결과는 두 전략이 결합할 경우 지역간 복지격차의 증가, 서비스질의 하락을 불러올 수 있음을 의미하고 있다.
Abstract
This study explored the combinability of the platform strategy and the community development strategy through the structure of value systems, applied for in the various public sectors. For the methodology, the interpretative approach based on cognitive deduction is attempted for analysing the difference of the value production system and the distribution method, inherent in two strategies. It is found that the shared value as the mechanism of the value production is differently interpreted with a measure of valuation, even if it makes possible for conceptional building in that local communities dispersed by the unit of administrative districts can be connected with platform network, due to common rhetoric of shared value and value exchange. In the case of the platform is the value as the utility and the community development is regarded as the reciprocity. The former focuses on the increase in the total amount of social value, and the latter on the increase in social capital. The former distributes according to individual contribution, and the latter is built on pluralistic distribution by social norms. It is found that such value conflicts would evoke the equivalent problem in value exchange, the decline in cooperation and solidarity among communities, and the reform in administrative districts. In the case of combining two strategies, it would have the implication of the gap of welfare and the degradation of service quality among communities
